「嚴重特殊傳染性肺炎」對劇場營運之影響探討—以臺中國家歌劇院為例

Abstract
2020年「嚴重特殊傳染性肺炎」的突發流行,肆虐了全世界並打破人類原有的安寧生活。在所有國家身陷於疫情期間的快速感染之下,也因此實施防疫的策略及應變方式,從停止一切社交活動、設置社交距離到封鎖國界及限制出入境等等的措施,不僅影響人們原有的生活型態,各行各業也遭受顯著的打擊。而其中,各國的藝文產業著實成為重度受災戶,被戲稱為「百業興後,百業衰前」的台灣藝文展演產業也隨著疫情的不減而產生驟變。台灣政府為避免群聚感染的風險,在疫情嚴重時期宣布所有藝文活動皆暫停舉辦及延期,著實讓所有藝文工作者及團隊、展演機構無法進行藝術文化的進行及推動,成為台灣藝文產業近年來最大的衝擊。為此,政府擬定因應的政策外,隸屬旗下的國家級展演場館該如何在此次困境中落實被賦予之扶植角色進而擬定相關的策略,而在後疫情時期,配合防疫政策開放演出的型態之下,表演藝術展現的方式是否就此被改變?本研究從國家級藝文場館角度分析,以臺中國家歌劇院在疫情期間作為研究對象,透過文獻探討及訪談討論在疫情前、中、後的營運模式與策略。從疫情發生前場館的定位及營運方式,了解該場館在地方區域的重要性和影響,再來以疫情期間所帶來的改革,迫使加速藝文數位轉型及新型表演型態的出現,後疫情時代在營運及藝術表現上該如何轉化?而身為國家級地方性藝文場館在執行公共任務及扶植文化的角色上其作用和成效為何?
The pandemic of the COVID-19 virus outbreak in the 2020 and all countries are caught in the rapid spread of the plague. At the same time, they have also begun to implement epidemic prevention strategies and response methods from stopping all social activities and setting social distance to measures to do the lockdown and restrict the border. Not only have great changes occurred in the original life of mankind, but various industries have been significantly affected. Among them, the industries of the Performing Arts have severely affected. In Taiwan, the Performing Arts which is ironic to called “the rise of all industries before all decline” have changed with the unabated fluctuation of the epidemic.After the Taiwan government announced the suspension of Art and Cultural activities in order to avoid group infection. All performing workers, groups and organizations were serverly affected by cancelled various performances. Taiwan’s art and culture industry is facing the biggest down in history. For this, How the National Taichung Theatre which is belonged and supported by the gorvement should has formulated relevant policies and plans? In post-epidemic period, the oranginal way of performing arts has been changed ?This research analyzes from the perspective of national art venues during the epidemic. To know the importance in Taichung area , the acceleration of the digital transformation and the new changes of the performing arts. It all through literature discussion and interviews to understand what the strategies of its operation. What is the effectiveness of a national-level venue which is given publicity and the role in cultivation supported by the gorverment?
