臺北市社區大學績效評估之研究
Abstract
本研究旨在發展臺北市社區大學績效評估指標,藉以評估各社區大學績效及改善建議。本研究發展以資料包絡分析法DEA評估社區大學經營管理績效評估指標,藉以探討各社區大學之整體相對效率及由實證分析結果,對於社區大學資源效益提出改善空間或做資源配置重整的方向,以供管理決策者參考。本研究先做文獻分析,隨後進行專家學者訪談與二次德懷術問卷調查,及運用資料包絡分析法做經營績效評估。擷取96 年至98 年度資料,共36個決策單位,以CCR 及BCC 模式分析其相對效率、參考集合分析與差額變數分析。
根據結果分析與討論,歸納分述如下:
一、臺北市社區大學經營績效評估,各項具體可行的輸出入指標:分別是4項輸入指標:「年度總支出」、「年度講師鐘點費」、「年度行政人事費」、「年度教師人數」;3項輸出指標:「年度總收入」、「年度課程結業總人次」、「年度實際開設一般性課程總數」,共計7項指標。
二、「臺北市社區大學總體經營績效輸入-產出模式」驗證臺北市社區大學整體經營績效。36個決策單位經BCC-I模式分析,15個決策單位效率值都是1,有21個決策單位,效率值小於1;經CCR-I模式分析,9個決策單位效率值都是1,有27個決策單位,效率值小於1。
建議:主管機關宜研議修正終身學習法,國家教育研究院可建立社大課程及發展經驗知識庫,提供社區大學國際化與本土化的研究;擴增評鑑的指標內容,落實獎補助的精神;改善管理效率,並檢討資源配置與重點發展方向;課程要建立起品牌特色,增強數位學習與數位公民的推展與培力。
The purpose of this study was to analyze Delphi Method and DEA technique to develope performance evaluation indicators of Taipei Community colleges. The focus of analysis used CCR and BCC models to analyze the relative efficiency based on the data collected from 2007 to 2009. The sample for this study consisted of 36 DMUs. The data obtained were statistically treated with reference set analysis, the study then examined the average figure of these three years and utilized slack variable analysis to further investigate the direction and extent of improvement for each inefficient department. The main findings of this study were as follows: 1. There were feasible performance evaluation indicators of Taipei Community colleges including 4 input indicators:total operating expenses, lecturer’s hour expense, cost of labors, and number of teachers ;3 output indicators: total income, the total number of graduation, the total number of courses. 2.By using DEA BCC-I model, 15 of 36 DMUs’ cost efficiency score are 1 in the research period , others smaller than 1. However, by using DEA CCR-I model, 9 of 36 DMUs’ cost efficiency score are 1 in the research period,others smaller than 1. On the bases of the above findings,the analyses were laid on these indicators to assess and to provide suggestions to improve their inefficiency: Lifelong Learning Act could be proposed amended for the government.National Academy for Educational Research can establish the knowledge base of community college courses and experience.It could provide experience for internationalization and localization ; amplify the content of evaluation indicators to implement the spirit of allowance; improve management efficiency, and review the allocation of resources and focus on the development direction.The curriculum should be established brand characteristics, enhanced e-learning digital promotion and empowerment of citizens.
