大臺北地區廚餘回收利用策略之研究

Abstract
大臺北地區廚餘回收量佔全臺廚餘回收量近三成,雖然將可再利用資源予以回收立意良好,卻也面臨廚餘去化困難問題,因此本研究期望能藉由了解廚餘處理歷程與技術,並分析其廚餘數量與性質,最後在綜合性探討下得出大臺北地區最佳廚餘處理策略。本研究是透過政府統計資料分析廚餘數量、實地採樣化驗廚餘特性及利用分析層級程序法對廚餘處理方案進行評估。
本研究結果顯示:一、廚餘產生量推估方式,以成分推估法為佳,且發現近年大臺北地區廚餘總回收數量有下滑趨勢,但仍有四、五成廚餘尚未進入回收體系,值得特別注意;二、根據實際檢測數據,大臺北地區廚餘性質中水分與油脂近年有比較高的趨勢,總氮、總磷、礦物質鈉近年則比較低;三、分析層級程序法結果在構面部分之重要性依序為環境、經濟、社會,環境構面重視二次污染、處理效率等,經濟構面較重視工程建設成本、操作處理成本等,社會構面則重視鄰避效應、科技穩定性等,而在整體綜合排序上,前五項最重要之評估指標分別為二次污染、處理效率、能資源消耗、資源回收率、鄰避效應。本研究最後進行最佳廚餘處理方案之優選,結果以厭氧消化處理方式最佳、區內堆肥次之。本研究結果將可提供相關單位擬定廚餘處理技術方案時參考。
Food waste treatment has become the major problem of Taipei and New Taipei cities because few compost sites can be found now. Hence, the optimal treatment technology needs to be investigated further to solve this critical food waste problem in the urban areas. The first purpose of this study is to investigate the quality and quantity of food waste produced from the household in the Taipei and New Taipei cities. Real food waste samples were collected and analyzed here and the amount of food waste produced from the household were also calculated with various approaches. In addition, the relationship between the food waste amount and some social-economic indicators were examined in this study. The second purpose of this study is to establish the assessment system of food waste treatment technology selection. The Analytic Hierarchy Process (AHP) was used to collect the experts’ opinions to establish the system and to determine the weight of each indicator. Various food waste treatment technologies were evaluated according to this assessment system developed here. Finally, anaerobic digestion with sewage sludge was selected as the optimal food waste treatment technology in the Taipei and New Taipei cities.
