中國崛起對印尼華人社經地位之影響
Abstract
本文旨在探討印尼華人政策的轉變與中國崛起之間的關聯性。從華人政策的變遷中分析出中國在其中的影響力。本文分別探討印尼自1950年獨立以來的華人政策變遷以及中國在1978年改革開放後的僑務政策,以此作為華人政策變遷的背景闡述。並將1998年發生的五月暴動作為華人地位變遷的轉捩點,以此觀察中印之間關係上的變化,從而影響華人地位之提升。
自蘇哈托垮台後,印尼邁入新民主化的階段,在對華政策上有多方面的轉變,與此同時的中國,正在崛起之下逐漸改變國際政治的權力結構,而成為國際政治重要的角色,使得東協包括印尼在內的國家逐漸改變對中國的觀感。印尼在歷經金融風暴後,在各種因素考量下,願意轉向友好的對華政策,與中國更進一步緊密的往來,並形成相互依賴的關係,更直接影響了印尼整體社會對於華人身分認同轉變。本文除了探討印尼國內政治因素外,主要針對中國在華人權益轉變中所發揮的作用。
This thesis focuses on the transition of Indonesia Chinese policy and the connection with the rise of China, in order to see the China impact on the Indonesian Chinese policy. As a background, this paper will briefly discuss the changing of Indonesian Chinese policy since 1950, also mentioning about the overseas Chinese in China policy since the reform and opening-up policy in 1978. Since the May 1998 riots is considered as an important turning point in the change of perception toward Chinese, this paper will examine this incident, and the relations between China and Indonesia after the incident, to see what is the impact has on Indonesia. Since the Indonesia enters the period of democratic transition, its policy on Indonesian Chinese has a great change along with the closer relation started with China. In the meantime, the rise of China gradually made it an important role in the international politics and was able to make an influence in Southeast Asia region, this later influence the Asia countries including Indonesia change the view toward China. After Indonesia suffering from financial crisis, it started a closer relation with China and begins a friendly policy toward Chinese. This has formed interdependence between the two countries and leads to different perception toward Chinese in Indonesia community. Thus, this paper focuses not only on the factor of national politics; but also discusses the role of China played in the transition of Indonesia Chinese policy.
