嘉義地區公立高中職學校游泳池管理現況與困境分析之研究

| dc.description.abstract | 本研究旨在探討公立學校游泳池在委外經營廠商誘因不足的情況下，學校自行管理的現況與困境，採用文獻分析與深度訪談的方式，以嘉義縣市地區5所公立高中職校地內設有游泳池之學校的體育組長為訪談對象進行研究。所得結論為：一、使用現況：使用時間為每年的5月至10月。對象僅供校內師生教學使用，資源開放共享時段鄰近學校無法配合，而考量營運成本、人力負擔與設備不具吸引力，未對外開放。二、管理困境：（一）救生員招募不易，專業人才匱乏。（二）設備老舊，維修維護費用過高。（三）營運成本過高，水電費支出龐大。三、因應策略：（一）透過鄰近救生協會與設有體育相關科系之大學合作，建立人才資料庫或以勞務外包方式辦理。（二）積極協調時段的分配，提供鄰近學校與團體教學使用，增加門票收益；依使用者付費原則，提高學生游泳池使用管理費用。（三）透過計畫申請，由中央單位補助修繕費用。基於以上結論，本研究建議學校在整建游泳池時，應考量未來營運規劃、市場條件、場地設備等條件，並促使人力編制與預算補助具備穩定性，降低營運管理的困境，增加資源共享與開放的可能性。 | zh_TW |
| dc.description.abstract | The purpose of the research was to study the current manage practices and predicaments that public schools face about their swimming pools under the situation that outsourcing companies are unwilling to manage the swimming pools. The study was based on the related secondary data and the interviews of the section chiefs of athletic department of five public high schools and vocational schools with swimming pools on campus in Chiayi.The conclusions are as follows:1.In current practices: The swimming pools are only used for teaching in May to October each year, and not open considering operation cost, human resource cost and nattractive facilities.2.In management difficulties: (1)Recruiting lifeguards is difficile, Lack of professionals. (2) The facilities of schools are old, maintenance cost is too high. (3) Operation cost is too high, expenditure of the electricity and water is excessive.3.In coping strategy: (1)Establish manpower pool through cooperation of nearby Universities and association of lifeguard training. (2)Proactively providing used for nearby schools and teams to increase revenue. (3)Increase the fees charged by user-charge.It is suggested that school administrators adopt a multi-purpose approach in planning or renovating swimming pools to fulfill the market demands, and with considering the plan of operation and attractive facilities. Let quantity of lifeguards and grants possess stability. To reduce the management predicament and increase the possibility of opening. | en_US |
