臺北市個案高職學校品德教育實施策略之研究

Abstract
品德、才幹及學識乃評價一個人的三個面向,其中以品德為首要,因為品德可填補後兩者之不足,而才幹和學識卻無法彌補品德的缺陷。高職近年重回社會大眾的肯定及成為國家技職政策推動的重心,尤以臺北市更為明顯,故臺北市高職除技術養成之外其核心價值更以品德教育為首要條件,因此高職品德教育的推動更成為提升個人生命價值,以及形塑理想社會遠景,益加顯現其時代性與重要性。因此於高職推動品德教育,則須先從了解品德教育的內涵與指標做起,透過方向的確認、指標的指引及策略的執行,方可讓家長、老師、學校有所遵循,方向一致,而不致事倍功半。
本研究採取文獻分析法、焦點團體法、層級分析法等方式進行個案學校品德教育實施策略之研究,依據研究結果發現臺北市個案高職學校最重要品德教育的前八項指標依序為:「推動成員以身作則」、「教師成長核心價值」、「行為改變去蕪存菁」、「融入社區親師互動」、「參與成員面面俱到」、「多元創新融入課程」、「定期檢核自我評估」、「資源共享互利互助」等。其中並以「推動成員以身作則」為推動學校品德教育的關鍵指標。
為此透過本研究之品德教育指標檢核表,歸納出適合臺北市個案高職品德教育推動之4大面向、8項指標,並以臺北市高職學校品德教育的推動與執行為標的,分析品德教育策略缺失與改進方式,將有利日後推動至全臺北市高職學校辦理品德教育之參考。
Moral Character, Competence, and Knowledge are three dimensions in evaluating a person. Moral Character is the most important character among the three because it is the foundation of civilized society. Vocational high school education received positive feedback from the public in recent years and became the key component in government’s vocational education policy, especially in Taipei City. Other than developing technical skills the core value of the high school vocational education in Taipei City relies primarily in Moral Character Education. The Moral Character Education in vocational high school promoting the value of life and developing ideal social vision which highlights the importance and modernity of Moral Character Education. Therefore Moral Character Education in vocational high school shall start from understanding its deeper meanings and indicators. Through affirming the directions, constructing the indicators, and executing the strategies, the schools, teachers and parents can then align their directions and take effective actions. This study was conducted through literatures analysis, focus group, questionnaires survey, and case studies, summed up 4 dimensions, 8 indicators that suit for promoting vocational high school Moral Character Education in Taipei City. Through the case study of practicing in a vocational high school the study analyzed the deficiency of the current Mortal Character Education strategies and potential improvement methods to revise the original plan to achieve the most effective execution models. This study aimed to be a reference for other Taipei City’s vocational high schools in executing Moral Character Education in the future.
