Abstract
全球金融市場24小時運作，隨著全球化與數位科技之進步，大幅加快媒體傳播訊息之速度。觀察世界主要財經頻道，皆以全面品質管理與建立新聞品質標準，以提升新聞品質與經營績效。反觀臺灣財經新聞多以股市節目為主，新聞內容均質化嚴重、多元化不足、欠缺專業能力、培訓制度不健全等是國內財經新聞需改進之方向。本論文以全面品質管理理論作為基礎架構，建立財經新聞專業新聞品質標準，以提升財經新聞品質與經營績效，提供未來財經新聞製播之專業方向與參考。本論文透過修正式德菲法蒐集15位財經新聞專業人士之意見，研究結果顯示臺灣財經電視新聞的品質建構可分為7大構面、20項指標、以及54項要素。其中，重要性排行第一的構面為「領導品質」、指標為「高階管理者的領導力」、品質要素為「財經新聞主打專業第一，高階主管重視新聞品質更勝收視率」。
The media message was substantial spread at speed with the progress of globalization and digital technology in the 24hours operating of global financial markets. It was started to establish financial news channel with a comprehensive quality management and quality standard to improve news quality and business performance as we observed on the world's major financial channels. However, most of Taiwan’s financial channels are more focused on the shares or relevant stock market programs. It looks like our news content is similar without uniqueness. Also, it is lacking of diversification and expertise. Moreover, the poor training system are all the shortages we may need to improve. The theory of quality management is the foundation in my study to improve news quality and business performance through total quality management. I also tried to establish the quality indicators of financial news to enhance news quality and business performance to provide further reference and direction of professional production and broadcast of financial news in the future. The study adopts the fixed Delphi method for sending questionnaire to fifteen senior professionals of financials news, and to collect, analyze and consolidate all the opinions of news quality in order to realize the implementation and standard of news quality in financial news channels in Taiwan. The results showed that the quality of Taiwan's financial TV news constructions can be divided into 7 major facets, 20 standards and 54 elements. Among them, the importance ranked first facet as "leadership quality", first indicator as "the executive’s leadership", first quality factor as "financial news emphasizes professional ability is the first, executives pay attention to news quality more than ratings."
