Abstract
國際功能、障礙與健康分類系統(I CF)於2001 年的世界衛生大會(WHA) 中批准通過,並期望此」系統能為世界衛生組織(WHO)會員國所廣為採用,且做為推廣和應用身心障礙相關服務的模式。臺聞目前雖非tH:界衛在t.組織會員闕,但亦於2007年立法通過以ICF系統作為我國身心障礙者權益保障法中對於身心功能障礙者定義的標準。人類在二十世紀中後期便開始在社會學、醫學等各學術領域中關注健康後呆的相關議題,但終究很難避免落於歧視及標籤的結果,而臺灣亦然。作者以多年特殊教育教學經驗的觀點來說明國際功能、障礙與健康分類系統(I CF)的發展、應用與分析對我國特殊教育政策部分的口J能影響。
The International Classification of Functioning, Disability and Health (IeF) system was authorized and validated by the World Health Assembly in 2001. It was also expected that this system could be adopted by all memberships of the WHO and could be further advocated and applied as a model for disability-related services. The ICF system was legislated to serve for people with disabilities as a standard in Physically and Mentally Disabled Citizens Protection Act since 2007 in Taiwan. People started to concern with issues regarding to health in several disciplines such as sociology and medicinesince mid twentieth century; however, it often resulted in discrimination and labeling. This occured in Taiwan as well. This article not only discussed the development and application of ICF in terms of research and years of teaching experiences but also focused on analyzing its influence on special education policy in Taiwan
