企業辦理員工協助方案影響因素之探討-以員工諮商服務為例

Abstract
本研究旨在瞭解企業辦理員工協助方案-員工諮商服務之現況,並針對企業選擇委外辦理員工諮商服務之影響因素、內置模式辦理以及未辦理之主要原因進行探討。
首先,透過相關文獻發展問卷,經過專家審查及修正後做成研究工具,針對國內企業以隨機抽樣方式選取400間寄發問卷,回收有效問卷169份,回收率42.25%。本研究採用敘述性統計來彙整企業背景資料以及目前企業辦理員工諮商服務之概況,再利用卡方檢定分析企業背景與是否辦理及辦理模式之間的關聯性,最後以單因子變異數分析及獨立樣本T檢定進行企業背景與委外辦理影響因素之差異性檢定,並以Tukey 進行事後比較,找出差異所在。根據研究得知,目前國內仍有半數以上之企業尚未辦理員工諮商服務,已辦理之企業在委外及內置的比例並無顯著差異;當員工人數越多、資本額及年營業額越高時,企業辦理比例越高;在企業主要資本來源上,美商及歐商公司採委外的比例較高,而台資公司則傾向以內置模式辦理。
企業選擇委外辦理之主要因素為「可提供員工較高的保密性及隱私權」、 「可提供員工較多樣性且完整的專業性服務」、 「可提供員工較隱密而舒適的諮商空間」等;企業選擇內置模式的主要原因為「可直接協助解決員工的問題」;企業未辦理的主要原因為「企業缺乏設立諮商制度之經驗」。
The study was intended to understand the present situation of the enterprises handles the Employee Assistance Programs - the Employee Counseling Services, the investigation of the influence factors of the enterprises chose from outsourcing, and the discussion of the main reason that the enterprises conduct the in-house model or did not handle the employee counseling services. First of all, to develop the questionnaire through literatures review, and create the study tool after the expert examines and revises. Random sampled 400 domestic enterprises to send questionnaires, then retrieve 169 effective questionnaires with 42.25% of return rate. The background of enterprises and how enterprises handle employee counseling service were analyzed by descriptive statistic methods, and analyzed the correlation of enterprises’background with handling model by Chi-square test. In the last, to conduct the difference analysis by using one way ANOVA and independent T test to investigate the differences between enterprises’ background and influence factors of outsourcing, then compared by Tukey to find out the differences. There are still over half of the domestic enterprises do not handle the employee counseling services yet; and there is no significant difference on the percentage for those enterprises had already conducted the employee counseling services when choosing the outsourcing or in-house model. When there are more employees, higher capital, and higher annual business volume, there are higher percentage of enterprises handled the employee counseling services. About the main capital source of enterprises, the American and European enterprises have higher percentage on outsourcing, but domestic enterprises have shown higher percentage on in-house model. The main reasons for enterprises to choose outsourcing are “provide employees higher confidentiality and privacy”, “provide employees diversified and completed professional services”, and “provide employees private and comfortable counseling space” and so on. The main reason that enterprises built in-house model is “employees’ problems can be solved directly”. The main reason that enterprises do not handle the employee counseling services is “lack of the experience in setting up the counseling system”.
