Abstract

本研究經過文獻蒐集與探討國外電動車產業政策,並針對台灣電動車產業的現況進行鑽石理論模型分析。以國家創新系統的內容與學者Rothwell和Zegveld所提出的政策工具架構為主,應用層級分析法針對台灣電動車產業的政策考量因素工具進行評估,最終提出以台灣電動車產業為主的政策工具規劃,作為台灣政府在建立台灣電動車產業與提升產業競爭力的具體建議。 本研究發現,在三項政策構面中以「需求面」對於產業政策最為重要,在政策工具考量因素中以「採購」、「法規與管制」、「公營事業」為目前專家認為對於台灣電動車產業未來發展,最須優先實施與投入的政策工具。
The research analysis Taiwan electric vehicle industry by Michael Porter diamond Model. The research’s framework are the national innovation system and the policy instrument which basic on Rothwell and Zegveld. The research proposes the policy instrument plan and enhance industrial competitiveness on Taiwan electric vehicle industry. The research found that the “demand side” is the most important to the Taiwan electric vehicle industrial policy. “purchase”, “regulation and control” and “public utility” are the policy instrument that the most priority implementation and investment policy considerations.
