流通業產業研究計畫

Abstract

流通業是「全球運籌發展計畫」的核心，欲落實全球運籌發展目標，有必要對流通產業進行深入研究，以充分掌握其現況及發展趨勢，並妥善規劃相關因應措施及產業政策。本計畫對於流通產業的研究與調查，正是我國邁向商業現代化及商業升級的基礎。 本計畫年度所執行之主要工作內容如下：（一）整理並界定流通業之內涵及合理分類方式；（二）進行流通業整體產業評估，以瞭解流通業之整體經營環境、困難、發展潛力等影響因素；（三）蒐集國內外流通業現況之相關資料，進行比較分析，探討我國流通業之發展趨勢；（四）根據本研究提出之分類方式，選定個別分類項目及業態進行大規模產業分區調查；（五）研擬規劃流通業管理及輔導措施之產業政策；（六）進行流通業未來發展趨勢研究及流通業跨業整合先期規劃研究；（七）計畫期間依研究需要召開研討會及座談會，廣徵各界意見。 本年度計畫之預期成果可歸納為下列數項：（一）蒐集整理國外流通業現況及相關議題，以了解國外流通業現況和相關政策，作為研擬我國流通業政策之參考；（二）流通業的範圍之界定與分類，有助於整合我國目前流通相關業者並可藉此制定相關產業政策；（三）評估整體流通產業，除了解流通產業之規模和範圍外，更可清楚了解流通業所面臨的經營環境，並評析其發展潛力，以進一步了解我國產業之競爭力所在；（四）產業調查可協助取得相關資料，進一步了解產業特性和現況，有助於流通業政策方向之掌握；（五）結合現有調查資料和本研究的調查結果，可配合商業司其他自動化系統和地理資訊系統，建立符合e時代的流通業資訊管理系統。

The industries of wholesaling and retailing are at the core of the ongoing ?佈lobal Logistics Development Plan?? implemented by the Executive Yuan (Cabinet) of R.O.C. In order to realize the set goals of this plan, it is necessary to study the wholesaling and retailing businesses for better understanding their present status and future direction of development, so as to form the appropriate government policies. This project of studying and surveying the above industries would provide part of the basis for the modernization and upgrade of our commercial activities. The main contents of the project in this year include: (1) defining and classifying the industries of wholesaling and retailing in a comprehensive fashion; (2) assessing all the aspects of these industries including their environment, main issues, and potential developments; (3) collecting the data of these industries in some developed countries and conducting comparative analysis; (4) conducting large-scale industrial surveys by the classification of this study; (5) proposing the related government regulations and industrial policies; (6) starting the preliminary investigation on the future developments of these industries and the potential of inter-industrial integration; (7) holding the required seminars and panels for opinions from various viewpoints. Finally the main effects and influences of the project in this year would be expected as follows: (1) gaining the better understanding of the wholesaling and retailing industries, policies, and main issues in some developed countries, serving as useful references for our related decision-making; (2) resulting in a well-founded definition and classification of the wholesaling and retailing industries, serving as the basis for further research and decision-making; (3) obtaining a comprehensive perspective on these industries in various dimensions; (4) generating a valuable industrial data base for various purposes; (5) establishing a better managerial information syste m by integrating survey data, GIS, and other automatic systems and functions.
