dc.description.abstract本研究之主要目的在探討我國縣市政府人事人員資訊素養現況,並探討不同個人變項在資訊素養上的差異性,以及縣市政府人事人員認為有效提昇人事人員資訊素養之方式為何。研究方法採用文獻分析與問卷調查法,以台灣省所屬21個縣市政府人事室人事人員為調查對象,共計發出問卷413份,實際回收有效問卷398份,回收率為96%。統計方法採用次數分配、百分比、平均數、標準差、獨立樣本t考驗、單因子變異數分析及薛費法(Scheffe’ method)事後比較進行統計分析、歸納及研究。茲將本研究所得結論歸納如下: 一、縣市政府人事人員之資訊素養屬中上程度,在「網路素養」構面之資訊素養平均得分較高;在「傳統素養」構面之資訊素養平均得分較低。 二、35歲以下、家中的電腦可以連上網際網路之縣市政府人事人員資訊素養較高。 三、每天平均使用電腦時間較長、每天平均使用網際網路時間較長之縣市政府人事人員資訊素養較高。 四、個人背景變項中,性別、教育程度、服務年資、職務、官職等在人事人員資訊素養問卷上,均無顯著差異。 五、「多辦理相關研習」是提升縣市政府人事人員資訊素養最適當的方式;「Word文書處理」是縣市政府人事人員工作上最優先需要的電腦課程。 最後,根據上述研究結論,提出建議供縣市政府、人事人員及後續研究時參考,藉以提昇縣市政府人事人員資訊素養及行政效能。 關鍵字:縣市政府、人事人員、資訊素養zh_TW
dc.description.abstractThe purpose of the study is to explore the current situations of information literacy of personnel civil servants at city/county governments in R.O.C., the differences of different individual variables on information literacy and the effective measures that personnel civil servants at city/county governments believe to improve information literacy of personnel civil servants. Documentary analysis and questionnaire survey are used in the study with the target of personnel civil servants at departments of personnel of the 21 cities/counties in Taiwan. A total of 413 questionnaires were issued with 398 copies returned at ratio of 96%. The statistics approaches include frequency distribution, percentage, average, standard deviation, independence t-test, one-way ANOVA and Scheffe’ method for post statistics and analysis with generalization and research. Please find the following conclusions: 1. The information literacy of personnel civil servants at city/county governments is above the average. The score higher on the " network literacy " level, and score lower on the " traditional literacy " level. 2. Personnel civil servants at city/county governments under 35 and having computers at home to connect the Internet have higher information literacy. 3. Personnel civil servants at city/county governments with longer hours using computers and staying online have higher information literacy. 4. There’s no significant differences in gender, academics degree, seniority, official rank and position. 5. The most suitable method to improve information literacy of personnel civil servants at city/county governments is to “hold more courses;” “Word courses” are the priority for personnel civil servants at city/county governments. Finally, based on the above conclusions, we provide personnel civil servants and city/county governments as well as follow-up researches with suggestions in order to improve the efficiency of information literacy of personnel civil servants at city/county governments.
