Abstract
本研究之主要目的在於建構我國科技大學評鑑委員專業知能指標,並探究各指標之合適性與重要性。根據研究結果與發現,對我國評鑑單位與教育行政機關提出相關建議。
為了達到研究目的,研究者使用文獻探討與修正式德懷術進行研究。首先藉由文獻探討釐清科技大學的特色與科技大學評鑑制度;其次依據國內外相關研究建構科技大學評鑑委員專業知能指標初步架構;研究者最後採用兩次德懷術問卷調查,瞭解教育評鑑專家、曾擔任科技大學評鑑委員教授、一般受評科技大學教授共20人,對各指標合適性與重要性之看法。
研究主要發現包括下列幾點:
1.當今科技大學評鑑項目與合科技大學之特質有所差異,以政策導向引領評鑑方向,容易喪失科技大學的意義與目的。
2.評鑑單位除依據不同專業能力遴聘科技大學評鑑委員行政與專業類別人選,並考量選擇評鑑委員的共通原則。
3.我國科技大學評鑑委員應具備專業知能包括「評鑑相關知能」、「教育領域知能」、「專業倫理知能」三項層面指標。
4.評鑑相關知能層面下包括「認知與理解評鑑知能」、「實施與執行評鑑知能」、「判斷與完成評鑑知能」、「溝通知能」、「人際互動知能」五個向度及十四個要素。
5.教育領域知能層面下包括「技職教育相關知識」、「科技大學行政相關知識」、「科技大學專業相關知識」三個向度及十一個要素。
6.專業倫理知能層面下包括「基本信念」、「利益迴避與保密原則」、「自我負責的專業態度」、「重視社會公共福祉」四個向度及十三個要素。
7.我國科技大學評鑑委員專業知能既合適且重要之第二層指標前四名指標為
「技職教育相關知識」、「利益迴避與保密原則」、「自我負責的專業態度」、「判斷與完成評鑑知能」共四項。
The purpose of this study is to develop a set of professional competence indicators for university of science and technology evaluators in Taiwan,and investigate adequacy and importance of the indicators. According to the research discovery and conclusions, providing some suggestions for the evaluation association and educational administration. To reach this purpose, this study use literature review and Modified Delphi technique. First, through literature review, the study clarify the development and features of university of science and technology and the evaluation of university of science and technology. Second, researcher construct a draft of professional competence indicators based on relative research. Third, researcher adopted two-round Modified Delphi technique with 20 experts, estimating the adequacy and importance of the indicators. The main conclusions of this study are as follows: 1. The evaluation of university of science and technology can not reflect the characteristic of university of science and technology. 2. Evaluation association should select different professional competence evaluators in terms of administrative and professional sectors, and consider general competence . 3. University of science and technology evaluators should have three categories of professional competence, including evaluative competence, educational competence and professional ethics competence. 4. The evaluative competence category includes 14 items indicators. 5. The educational competence category includes 11 items indicators. 6. The professional ethics competence category includes 13 items indicators. 7. Most adequate and important professional competence indicators is“technological and vocational education knowledge”,“avoid conflict of interest and keep secert ”,“responsible attitude”,“accomplish evaluation”.
