休閒運動園區開發策略研究
Abstract
摘要
本研究以台灣地區休閒運動園區之開發模式進行開發策略之探討,由政策、法令、財務及組織等四個面向探討休閒運動園區開發時之重要策略與方案,就園區使用之目標、提供服務之功能、使用機能之多元等進行研究,並以台南市和順寮體育園區體育館興建計畫之個案進行財務計畫之敏感度分析。
本研究經文獻分析、專家訪談、政策可行性分析等步驟,以永續經營作為策略之核心,從政策、法規、財務及組織等策略建構出休閒運動園區之開發策略架構,並經個案分析獲知營運收入成長率、預期折現率及優惠融資利率等三項是休閒運動園區財務計畫中敏感度最高之影響因素,期望透過本研究成果提供政府進行大型運動設施或休閒運動園區開發規劃、土地法規修訂、多目標使用政策調整與施政計畫訂定之參據,以及後續研究者之基礎。
Abstract This research is based on Recreation and Sports Park development model on Taiwan region to proceed with its multi-function demand and development strategy discussion, through four point of view; policy, statute, financial, and organization to confer with the important strategy and scheme when developing Recreation and Sports Park. This research use the gymnasium construction plan of Tainan city’s Huo-Shun-Liao sports park as case study to proceed with susceptibility analysis on financial plan. This research propose twenty development strategies of Recreation and Sports Park after literature review, expert’s interview, and policy feasibility study steps; and is aware of the increase of rate of income, anticipate discount rate, and prime finance rate are the highest affect factors on Recreation and Sports Park’s financial plan. The result of this research provides Government to carry on large scale sport facilities or Recreation and Sports Park development scheme, land statute revision, multi-objective usage policy adjustment, references of policy performance scheme, and basis of follow-up researchers.
