運動中心經理人專業職能之研究

Abstract
近年來隨著週休二日與各項全民運動政策的實施,國民健康休閒意識提升,帶動運動場地的需求增加。有鑑於此,政府推動運動中心興建政策計畫,並採公辦民營方式營運,以提供高品質的服務為導向,來兼顧政府的使命與營運的獲利,經理人是其中關鍵的角色。如何運用專業能力幫助運動中心提升營運品質成為最重要的挑戰,本研究將探討運動中心經理人所需具備的專業職能。
本研究邀請運動中心之產、官、學界專家共同參與。先經文獻分析與專家訪談結果,依據iCAP職能基準表模式,編製修正式德菲法問卷,經歷三回合意見調查,進行人員與職能的認證。
研究結果發現運動中心經理人,主要有7項工作職責、24項工作任務、29項知識、25項技能與14項態度職能。研究結果期能作為運動中心業界甄選人才、教育訓練規劃與績效管理之參考依據,並提供教育或培訓機構掌握業界所需人才的培訓內容,提升運動中心營運績效,促進產業發展。
Since the implement of the two-days-off policy and the promotion of exercising for all citizens, raising awareness of health and leisure, more demands of exercising space emerges, leading to the governments’ policy of establishing sports centers.To provide high-quality service, to take into account the government's mission and to promote operational profit. Manager play one of the important role in the sports center. How to use the professional ability to help the sports center to improve the quality of operation to become the most important challenge, this study will explore the professional competency of sports center managers. Government, industry, and academic representatives were invited to participate in this study. Based on the results of literature review and indepth interviews, modified Delphi technique were used to investigate, and assess professional competency of the sports center managers. The result of this research shows that sports centers managers require a total of 7 job duties, 24 tasks, 29 related knowledge, 25 skill and 19 attitude competence items. This result could to serve as a reference for sports center recruiting, training& development, and performance review, as well as to offer information to educational and training institutes for cultivating skilled personnel.
