Experience of International Workers in Taiwan using Bilingual Public Services and Suggestions for Future Development

The acceleration of transportation and worldwide trading and the aging population of Taiwan highlight the demand for international workers in Taiwan. Therefore, the Taiwan government hopes to enhance Taiwan's internationalization through a series of immigration policies. At the same time, the government hopes to create a friendly living environment for international workers. Thus, three research topics are investigated in this research, including international workers’ experience while using bilingual public services, strengths and weaknesses of public services, and suggestions for future development. This study adopts qualitative research methods, including both in-depth interviews and observation. The qualitative analysis employs open coding and axial coding by using Atlas. Twenty participants are interviewed in this research. They are international workers in Taiwan who have experience in using Taiwan’s bilingual public services. This study brings out findings in three dimensions. The first dimension is experienced while using Taiwan’s public services. It is found that respondents' experiences related to the use of public services can be categorized into three dimensions. These results, it provides a reference for Taiwan government to find the issue of policy. The second dimension is the strengths and weaknesses of Taiwan’s public services. The result identifies the advantage and the disadvantage of Taiwan’s public services. By obtaining this information from international workers, not only help Taiwan government to know more, but also help people who want to come to Taiwan know the condition in advance. The last dimension is suggestions for future development. The finding provides suggestions from user-perspective. These suggestions can be used by Taiwan government and organizations that want to develop bilingual services.
