Abstract
中 文 摘 要 「公共藝術」及「社區總體營造」推動都已逾十年,且「公共藝術」及「社區總體營造」都極強調民眾參與及意識認同對其政策推展的重要性,故這次的論文研究,將預設此兩政策施行的成敗關鍵點,即在「社區民眾是否積極參與,並凝聚共同意識」,也就是希望透過相關文獻探討與闡釋、案例分析,以找出「意識認同」在「公共藝術」及「社區總體營造」施行過程的重要性;並進一步探討在建立意識認同的過程中可能面臨的問題,找出可行的建議方案;研究成果可提供參與臺灣大環境改造的官方或民間各領域工作者做參考。 研究中除更肯定意識認同對社區工作推動的影響及重要性外,並針對公共藝術設置過程之民眾參與及意識認同的無法落實,提出可行建議: 一、可嘗試將公共藝術的設置當作社區營造的一個過程,興辦機關可與社區組織取得默契建立合作機制,讓公共藝術執行小組與社區組織、社區營造員,或社區文史工作者合作,俾能建立公共藝術設置計畫與社區總體營造計畫結合的模式,或與社區民眾進行交流的模式。 二、更可結合公共藝術的龐大經費與社區總體營造的強大社區資源,結合為一,透過專業整合、部會整合、經費整合,來共同營造社區最優質的生活環境。 三、建議籌設文化基金會,收繳一定比例公共藝術經費,以使過分龐大的設置經費,統籌做最佳之文化藝術用途。 關鍵字:公共藝術、社區總體營造、民眾參與、社區共同體、意識認同
ABSTRACT “Public art” and “Community empowerment” have been moved for over 10 years. Both emphasize the importance of “Public participation” and “Conscious identification” in the policy movement. So this thesis supposes the key point of these two policies to be succeeded is “If community people participate zealously and condense common conscious”. That means I wish to find the importance of “Conscious Identification” in the movement of “Public art” and “Community empowerment” through study and research the relative papers and cases analysis. Furthermore to find the possible problems in establishing conscious identification, then to find the available suggestions. I wish this research will be referred by the official or the civil who involve in Taiwan environment re-making. Besides to affirm “Conscious identification” importance and effect to community movement I have the following three suggestions to the un-practicability of “Public participation” and “Conscious identification” in setting “Public art”: A) To try to recognize the public art setting as a process of community building. The public art maker can have the agreement with the community organization to let the public art executors cooperate with the community organization, community builder or the literature, the history of the community. Then to set up the model of the combination of “Public art setting programs” and “Community empowerment programs”, or the model with the community communication. B) To combine the huge budget and “Community empowerment” big community resources through the integration of speciality, organization and budget to build the best living environment. C) To suggest to set up a foundation taken a certain rate from “Public art” budget to use the huge budget in the best purposes of culture art.
