Abstract

本研究旨在探討軍訓督導的工作職掌與角色扮演的現況,以質性研究的訪談研究法為主,文件蒐集為輔,針對2001年以後卸任或現任軍訓督導為對象,以結構式的訪談大綱進行訪談,研究發現如下: 一、軍訓督導除原有工作職掌,近來配合教育部政策,陸續增加替代役男管理、校園安全及春暉反毒等專案工作;上級、部屬及學生所關心的議題,會成為決策的參考外,並納入工作調整的優先次序;上級明訂軍訓督導的工作職掌有利於工作推動。 二、軍訓督導在任務運作會優先考量教官的專長,運用固定的會議溝通觀念;在工作視導方面,是採取授權、約談及訪視等方式。 三、軍訓督導重視上、下級與平行單位的關係,特別在人際關係擴展方面,期許從認識各單位首長開始,主動協助解決問題與做事講求圓融。 四、軍訓督導希望職務卸任後,上級單位能主動安排適當的職務;軍訓督導必須由有擔當抱負、執行力強、人際關係良好者擔任,現行遴選機制應考量直屬長官推薦項目與多項遴選指標,期能拔擢適當人選。 五、軍訓督導不曾有無力感的工作,也未做好個人壓力的管理。 六、軍訓督導認為校園師生及家長對軍訓教官的需要在維護校園安全及學生生活輔導,積極以身作則領導部屬,一同塑造軍訓教官在校園的核心價值。 根據研究發現,針對軍訓督導、教育主管機關與未來研究,提出以下的建議事項: 一、軍訓督導對教官的輔導應有長期與完整的規劃,對於工作推動應整合相關單位的資源,培養工作的團隊,展現良好的溝通能力,對於本身應培養適當的休閒運動,舒解工作的壓力。 二、軍訓處應明訂軍訓督導的工作職掌,有利工作推動,法定地位則需從整體組織的發展作考量,任職期間表現良好者,卸任時應有適當的職務安排,俾能吸引優秀的人才加入軍訓督導行列。 三、目前校園環境部分改變,教育部原軍訓制度改進方案應適當調整,並且將師生及家長對軍訓教官的需求列入考量,才能重新塑造軍訓教官存在校園的核心價值。 四、未來研究應作長期追踪觀察,並期望獲得教育部主管機關協助,提供近來的評鑑資料或考核,俾使研究者對軍訓督導的工作內容有更深入的分析。
Work Duties and Role Research in Military Training Supervision Abstract This research focuses on the work duties and role of a Military Training Supervisor. It is based firstly on quality research using interviews and secondly, data collection. Using a structured format, we interviewed Military Training Supervisors who are still on active service or who have retired since 2001. The results are as follows. 1.In order to comply with the strategy of the Ministry of Education, some extra duties have been added to the original workload, such as the administration of alternative military service options, campus safety, and anti-drugs enforcement. In these cases, if the duty is clearly defined, then it is easier to implement. 2.For mission operations, the highest priority is to consider the professional specialty of each Military Training Instructor. 3.Great importance is placed on both the hierarchy of authority and horizontal relationships, especially interpersonal relationships. 4.Military Training Supervisors hope that the military authorities can arrange suitable job assignments after they leave their original assignment. 5.Military Training Supervisors in general have not found any way to successfully eliminate stress. 6.Military Training Supervisors believe that teachers, students and parents all need to cooperate in order to maintain campus safety, and to help students with counseling. Follow the research results, our suggestions are: 1.There should be long-term and comprehensive planning for Military Training Supervisors on drillmaster counseling. 2.The duties and responsibilities for new Military Training Instructors should be clearly defined before they start their new job. 3.In order to appreciate the value of the drillmaster on campus, the attitude of both teachers and students needs to be more positive. 4.For further research, we suggest long-term observation of this topic and we hope that the Ministry of Education could provide support, such as evaluation data and efficiency assessments of schools.
