陽明山童軍營地管變前後營運規劃方向之研究

Abstract

本研究旨在探討陽明山童軍營地於2019年12月之前後，從原屬內政部陽明山國家公園管理處（陽管處）的國有土地管理權，因行政政策施行變更為教育部後。在歷史詮釋與用後評估之架構下，進行陽明山童軍營地管變前後營運規劃方向之研究，以探討符合國家公園法、陽明山國家公園計畫以及陽明山童軍露營場（遊五）計畫等上位計畫法源，以規劃可作為未來妥當可行的營運方向之研究建議。本研究透過文獻資料、個別訪談、參與觀察與田野調查之研究資料蒐集方法。立意設定五位與陽明山童軍營地具有重要相關連之對象進行半結構式訪談，並蒐集早年新聞影音資料與近期重要人士出席典禮之致詞內容。藉由參與觀察方式以蒐集早年陽明山童軍營地直接相關的營地營運管理單位各項文獻、會議文件及圖冊資料，進行內容歸納分析。再輔以現場之現況運用野地調查拍照及觀察測繪之方式進行用後評估資料蒐集。在歷史詮釋與用後評估之建構下，分以過去、現在、未來之時間為軸線，藉以分析已存在之內部因素，構建將來可行之陽明山童軍露營場（遊五）營運規劃書內容。

研究結論與建議係參照陽明山國家公園童軍露營場遊憩區（遊五）上位計畫之法源，並依據研究結果與發現為基礎，整體規劃策定參與國家公園事業計劃書之主要分項內容，分為土地利用計畫、環境承載評估、環境資源保育與管理維護計畫、建築與設備及相關設施工程計畫、經費預算、分期分區發展計畫與建設進度流程等六項，分別描述說明六項各結論與建議之事項，以期達成三者（內政部國家公園、教育部、童軍及社會大眾）三贏（環境教育、戶外教育、童軍教育）之陽明山童軍營地營運規劃方向研究目的。The purpose of this study was to investigate the changes in the state land jurisdiction of Yangmingshan Scout Camp from the former Yangmingshan National Park Headquarters (YNPH) of the Ministry of the Interior to the Ministry of Education in December 2019 due to policy implementation. Under the framework of historical interpretation and post-occupancy evaluation, a study was conducted on the direction of planning for the operation of the Yangmingshan Scout Campsite before and after the change in management, in order to investigate whether it is in accordance with the National Park Act, the Yangmingshan National Park Plan, and the Yangmingshan Scout Campsite (No.5, Recreation area) Plan, and other superior plans so as to propose a proper and feasible operation direction for the future.The research was conducted via literature, individual interviews, participant observation, and fieldwork. Five subjects with important associations to the Yangmingshan Scout Campsite were interviewed in a semi-structured manner, and audio-visual materials from the early years and speeches from the recent ceremonies attended by important people were collected. Participant observation was employed to collect various documents, meeting documents, and brochures directly related to the camp management unit of Yangmingshan Scout Campsite in the past, and to summarize and analyze the contents. Then, using the field survey and photos as well as mapping by observation, we collected data for post-use evaluation. Under the construction of historical interpretation and post-use evaluation, the past-present-future timelines were used to analyze the existing internal factors and to construct a feasible operation plan for Yangmingshan Scout Campsite (No.5, Recreation area) in the future.With reference to the legal source of the upper plan of the Scout Campsite Recreation Area (No.5, Recreation area) in Yangmingshan National Park, and based on the research results and findings, this study made conclusions and suggestions. There are six major subsections in the overall national park project plan, including the land use plan, the environmental load assessment, the environmental resources conservation and management maintenance plan, the project of buildings and equipment and related facilities, the budget, the phased development plan, and the construction workflow. Each of the conclusions and suggestions of the six items was described with a view to achieving the goal of an operational planning and research direction in which a win-win-win situation (environmental education, outdoor education, and Scouting education) is expected for all three parties (Ministry of the Interior National Park, Ministry of Education, Scouts, and the general public).
