我國政府衛生福利機關(構)網站消費者健康資訊之研究

Abstract

我國自民國70年代起逐步發展電子化政府,開始建置各種網站提供資源、傳遞資訊,如政令宣導、教育文化或醫療保健等,提供多元的政府資訊服務;另一方面,消費者意識抬頭,以滿足消費者需求為導向的健康資訊網站蓬勃發展,屬於民生需求的醫療健康資訊領域開始嶄露頭角,消費者健康資訊相關議題亦開始被廣泛討論。本研究以我國衛生福利機關(構)網站及其提供之相關資源共62個網站為研究對象,藉內容分析法有系統地分析其所提供之消費者健康資訊現況、內容特性與網站提供之功能與服務,最後進行結論並提出後續研究建議。 根據分析結果,可得到相關結論如後:(一)我國政府衛生福利機關(構)建置的消費者健康資訊網站可分為10大類,其中以醫護產業資訊類網站數量最多,且除了政府機關本身為建置者外,亦與公益團體或民間組織合作提供相關資源,以作為政府與民間溝通之媒介,提升政府資訊親近性;此外,過半數網站持續更新訊息(一個月內發布至少一則訊息),而訊息發布距檢索期間半年以上未滿一年或無法判斷者,多為登錄、數據統計等網站;(二)網站提供之資訊類型以新聞訊息為主,資訊內容以促進大眾健康之訊息比例最高,至於網站提供的健康資訊適用對象分析結果,比例最高者為一般民眾;(三)網站提供的服務以訊息傳遞服務為主,而網站功能以查詢為主,超過半數網站提供站內全文檢索機制;同時,我國政府衛生福利機關(構)網站整體功能亦以資源查詢與宣導為主。 最後,本研究依分析結果進行後續建議:(一)建置者應確保網站訊息新穎度及訊息能見度;此外,建議增加資源形式、網站版本與個人化功能以利使用者運用,同時設置適用於學生或一般大眾之數位學習網頁;(二)未來研究可選用不同研究方法深入了解網站及其使用者特性,或進一步提升分析框架信度,使其成為可廣泛運用之研究工具;(三)以衛生福利機關(構)以外之公部門網站為對象,分析網站中所含之消費者健康資訊。
Since 1970s, government of R.O.C. started to develop E-government and websites were constructed to provide resources such as government propaganda, government services, education, culture and healthcare information. On the other hand, the rise of consumer awareness leads to the growth of consumer demand-oriented websites, providing information of medicine and health. Moreover, health-related issues are widely discussed as well. Therefore, the author adopted content analysis method to analyze the consumer health information from 62 government agency websites of health and welfare in a systematic way to figure out the status of consumer health information, characteristics, website content and services provided. In conclusion, this study found that: (1) the constructors of the websites include government agencies, non-profit organization and non-government organizations. Most of the websites fall in "healthcare industry" category. Besides, more than half of the websites have been updated at least one message per month; (2) the major type of information provided is “news”, and main content falls in “disease information” category. Most of the websites are for ordinary people; (3) the websites mainly provide “message delivery” service and most of them are information retrieval-oriented, offering resources for propaganda. According to these results, there are some suggestions: (1) the constructors should keep the websites updated and discoverable. Moreover, they should develop different kinds of health resources and improve the function of websites. E-learning resources should also be established for students and ordinary users. (2) Apply other methods to analyze features of different types of health information websites and characteristics of users. Furthermore, improving the confidence level of the analysis framework makes it a widely used research tool. (3) In addition, it can be focused on the health information of other government agencies.
