花蓮縣閒置校園空間再利用與社區互動關係之研究

Abstract
本研究目的在瞭解花蓮縣閒置校園空間再利用之策略發展過程、分析目前花蓮縣閒置校園空間使用現況,並探討花蓮縣閒置校園空間再利用模式、類型與社區發展之互動情形。藉由資料蒐集與分析、實地訪查與評估,及針對相關人士的訪談得到下列結論:
一、藉由分析不同時期之裁班併校政策與閒置校園空間再利用策略之演變,可發現政府部門對於閒置校園空間再利用深具影響力;隨著教育部及花蓮縣政府日益正視閒置校園此一議題,以及民間單位的參與,讓閒置校園再利用情形更臻良善。
二、花蓮縣閒置校園之再利用可分為(一)延續學校教育功能、(二)作為職業訓練中心、(三)作為社區文教場所、(四)作為當地居民住所或規畫為特定旅館使用及(五)作為生態園區等五種類型。而閒置校園之內部及外部環境因子影響其再利用與否及其再利用之類型。
三、花蓮縣閒置校園空間作為社區文教場所使用者,對社區較有正面助益;而延續學校教育功能或作為生態園區者雖未積極與社區互動,但獲社區肯定與支持;作為職業訓練中心使用者其再利用情形雖然良好,但與社區缺乏互動,引發社區居民的反彈與衝突,值得政府部門及認養單位省思。
The purpose of this study is to understand the reuse strategy for the development of the idle campuses in Hualien County, analyze the current situation of the idle campuses in Hualien County, and investigate the the mode and type of campus reuse and its interaction with the community. By means of data collection and analysis, field visits and assessment, and interviews with relevant persons, the conclusions were made as follow: 1.By analyzing different periods of the policy of combining classes and amalgamating schools, and the development of idle campus reuse strategy, it was found that the government plays an influential role in the reuse of idle campuses. As the Ministry of Education and the Hualien County puts increasing emphasis on the issue of idle campuses and the private sector gets more involved, the reuse of idle campuses has been greatly improved. 2.The reuse of the idle campuses in Hualien Country can serve the following roles: (1) For the continuation of school education. (2) As a vocational training center. (3) As a community venue for cultural and educational activities. (4) Residence for local residents or visitors of particular activities. (5)As an ecology park. Whether a campus will be reused or which of the roles above it fits in depends on both its internal and external environments. 3.It would be more beneficial to the community if the idle campuses in Hualien Country are reused as community venues for cultural and educational activities. There may not be much interaction with the community if they are reused for the continuation of school education or as a vocational training center, but it has obtained the recognition and support of the community. Their reuse as vocational training centers, though going well, lacks interaction with the community, incurring the disapproval and conflict from the community residents, which is worthy of the reflection of the government and the private sector.
