我國所得分配變動及因應對策之研究

Abstract

本研究的研究目的包括：（一）分析自1980年代以來地區間的所得分配不均的現象及成因，分析的地區包括：（1）北中南東四個區域的都市、城鎮及鄉村，（2）21縣市及台北市、高雄市。（二）分析自1980年代以來不同家戶類型所得分配不均的現象及成因，分析的家戶類型包括：（1）戶長為青壯年者（25-59歲）的家戶，（2）家中有18歲以下兒童的家庭，（3）家中有65歲以上老人的家戶，（4）女性戶長家庭。（三）分析稅收及政府移轉（public transfers）對於不同類型家戶之所得重分配的影響。（四）瞭解民眾對於目前所得分配不均、政府之重分配角色的態度。（五）基於政府移轉的所得重分配效果大於稅收（西方國家與台灣皆然），因此將整理西方國家（美、英、德、瑞典等）及亞洲國家（日、韓）社會福利政策（政府移轉）的作法。（六）針對縮小地區間所得分配不均、家戶間所得分配不均提出政策建議（包括最低所得維持、促進就業與人力資源發展等）。

The purpose of this study includes: (1) examining income inequality and poverty in Taiwan from the 1980s to the present. In addition to the overall trends, regional inequality will also be analyzed. (2) comparing the economic conditions among different types of households in terms of poverty rates and the extent of income inequality. (3) analyzing the impacts of public transfers and taxation on the reduction of poverty and income inequality. (4) exploring the public attitudes towards income inequality and redistribution policies. (5) examining the related redistribution policies in the US. UK, Germany, Sweden, South Korea and Japan. Finally, policy recommendations will be presented.
