軍訓教官角色轉換對高級中等學校校園安全管理之影響

Abstract

本研究旨在探討軍訓教官角色轉換對高級中等學校校園安全管理所造成之實質影響,並分析各校在此制度調整過程中所採取之因應策略。隨著教育部推動軍訓教官逐步退場政策,原由教官負責之紀律維護、學生輔導及突發事件處理等職責,逐漸由學務創新人員與國防教師承接,其對校園安全機制與人力運作產生深遠影響。本研究採用質性研究方法,透過半結構式深度訪談,蒐集臺北市六位公立高中之校長、學務主任與軍訓主管等教育人員之觀點,並以角色轉換理論為分析架構,系統性探討教官角色轉換所引發之挑戰與機會。研究發現如下:一、軍訓教官對校園秩序與安全具有穩定之關鍵貢獻。二、軍訓教官角色轉換對於校園安全管理產生實質影響。三、學創人員職能雖已逐步推動,制度建構仍處調整階段。四、軍訓教官經驗有效轉化,有益於校園安全體系運作。五、校園安全人力轉型逐步穩健推展。根據上述研究發現,軍訓教官角色轉換對高級中等學校校園安全管理具有關鍵影響,亦反映學校安全管理由個人專責轉向組織化與制度化之發展趨勢。基於研究結果,提出如下建議:一、對教育主管機關之建議 (一)建立學創人員聘任與專業培訓機制。 (二)強化法規基礎與職涯制度穩定性。 (三)統整跨校及跨處室資源支援系統。 (四)推動制度化持續檢核與滾動修正機制。 二、對高級中等學校之建議 (一)明確劃分替代人員職掌,學務處增設學務校安組。 (二)定期辦理安全演練與危機通報教育,強化應變能力。 (三)建立跨處室溝通平台,促進校內協調合作默契。 (四)強化學創新進人員在職培育與支持機制。 三、對學創人員及相關替代人員之建議 (一)強化專業素養與培養應變之能力。 (二)積極主動融入校內行政與輔導體系。 (三)培養制度意識與作業紀律。 (四)發展人際互動與學生支持能力。 (五)培養跨處室協調與整合資源能力。
This study aims to explore the substantial impact of the role transformation of military instructors on campus safety management in senior high schools, and to analyze the coping strategies adopted by schools during this institution-al transition. With the Ministry of Education promoting the gradual phasing-out of military instructors, duties previously handled by instructors—such as discipline enforcement, student counseling, and emergency response—have been progressively undertaken by student affairs innovation personnel and na-tional defense teachers. This transition has had far-reaching implications on campus safety mechanisms and human resource operations.Adopting a qualitative research approach, this study collected perspectives from six public high school principals, directors of student affairs, and military education officers in Taipei City through semi-structured in-depth interviews. Using role transition theory as the analytical framework, the study systemati-cally investigates the challenges and opportunities arising from the withdrawal of military instructors.The findings are as follows:1. Military instructors have made critical contributions to campus order and safety stabilization.2. The role transformation of military instructors has had a substantial impact on campus safety management.3. Functional alignment by student affairs innovation personnel is gradually advancing, though institutional structuring remains under adjustment.4. The practical experiences of military instructors have been effectively transformed, contributing to the deepening of the campus safety system.5. The transition of campus safety personnel is progressing steadily and with resilience.Based on these findings, the study concludes that the role transformation of military instructors has a significant influence on campus safety governance in senior high schools and reflects a broader trend toward organizational and in-stitutional management over individual responsibility. Accordingly, the fol-lowing recommendations are proposed:I. For Educational Authorities(1) Establish a recruitment and professional training system for student affairs innovation personnel.(2) Strengthen legal foundations and ensure the stability of career development systems.(3) Integrate cross-school and cross-departmental resource support systems.(4) Promote institutionalized monitoring and adaptive revision mechanisms.II. For Senior High Schools(1) Clearly define the duties of substitute personnel and establish a Campus Safety Section under the Student Affairs Office.(2) Regularly conduct safety drills and crisis communication training to en-hance emergency response capabilities.(3) Create cross-departmental communication platforms to foster internal collaboration.(4) Strengthen in-service training and support systems for newly appointed personnel.III. For Student Affairs Innovation Personnel and Other Substitutes(1) Enhance professional competencies and crisis response capabilities.(2) Actively integrate into administrative and counseling systems.(3) Develop institutional awareness and procedural discipline.(4) Cultivate interpersonal communication and student support skills.(5) Foster abilities in cross-departmental coordination and resource integration.
