Abstract

The study aims to explore the disparities between the educational ideologies, policies, and current educational status in Taiwan's implementation of the 12-year National Basic Education program. It has been observed that Taiwan's recent educational reform dilemmas bear semblance to the educational phenomenon of "parentocracy" highlighted by British scholar Phillip Brown. Consequently, this study attempts to scrutinize Brown's reflections on the impact of parentocracy on the education system, thereby reflecting on the developmental challenges faced by Taiwan in achieving equality of educational opportunity within the framework of the 12-year National Basic Education. This study delves into the contextual backdrop of parentocracy as articulated by Brown within the British context. It aims to dissect Brown's comprehension and reflective journey regarding parentocracy, exploring his envisioned educational perspective and its ideological origins. Furthermore, through Brown's critical viewpoints on parentocracy, the study seeks to investigate the interconnectedness between Taiwan's challenges in fostering equality of educational opportunity within the 12-year National Basic Education system and the concept of parentocracy. Ultimately, the research endeavors to propose specific reform recommendationsin light of these findings.
