高齡者友善環境評估指標建構之研究

Abstract

本研究以世界衛生組織所提出之「高齡者友善城市指南」（Global Age-friendly Cities: A Guide）為基礎，透過德懷術及分析層級程序法，發展出符合我國現況及需求之高齡者友善環境的面向與指標，並經由分析層級法，建構出各面向與次面向之相對權重及序位，提供我國未來城市或社區環境營造時，能依其現有資源及未來之發展性，選擇重要之指標來建構「高齡者友善環境」，以使高齡者能維持獨立、自尊的老年生活，改善生活環境及維持良好之生活品質。 最後確立高齡友善環境指標:七大主面向、27個次面向、112項指標。依序分別為公共空間(3個次面向13項指標)、交通(5個次面向22項指標)、社會參與(4個次面向21項指標)、敬老與社會認同(4個次面向13項指標)、工作與志願服務(3個次面向12項指標) 、通訊與資訊(5個次面向16項指標)、社區及健康服務(3個次面向15項指標)。 主面向之間之相對權重值，依序為社區及健康服務、公共空間、交通、社會參與、敬老與社會認同、通訊與資訊、工作與志願服務。專家權重比以社區及健康服務為重。

This study is to explore the Age-friendly Environmentindicators, and build Age-friendly Environment dimensions,sub-dimensions and indicators. Delphi Technique and Analytic Hierarchy Process(AHP) are applied to this research to develope the Age-friendly environment indicators. We can determine the weights of main dimensions and sub-dimensions via AHP and provide our communitytochoice important indicators to construct " Age-friendly environment" to support the elderly to maintain independence and self-esteem,and ensure to improve the living environment and maintain a good quality of life. Finally,thisstudyis to establish age-friendly environment indicators for the following: seven main dimensions , 27 sub-dimensions and 112indicators.Public space (3 sub-dimensions for 13 indicators), Transportation (5 sub-dimensions for 22 indicators), Social participation (4 sub-dimensions for 21 indicators), Respect and social inclusion (4 sub-dimensions for 13 indicators), Employment and volunteer service (3 sub-dimensions for 12 indicators), Communications and Information (5 sub-dimensions for 16 indicators), Community and health services (3 sub-dimensions for 15 indicators). According to the the main dimensions of the relative weights,the order of weights is community and health services, Publicspaceand buildings, transportation, social participation, respect and social inclusion, communication and information, employment and volunteer service. Among these dimentions,Community and health services is the most important dimension.
