本研究之主要目的在探討台北地區高職教師對學校實施全面品質管理(total quality management, TQM)現況的知覺,並研提台北地區高職實施TQM之建議。透過文獻的整理與分析,建立研究架構,並以調查研究法進行研究資料蒐集。
本研究之預試問卷依序進行項目分析及信、效度分析,經修改形成七個構面(「行政領導」、「資訊分析」、「策略計畫」、「人力資源」、「過程品管」、「顧客滿意」、「持續改善」)的正式問卷,並針對台北地區33所公私立高職之教師,進行分層叢集抽樣調查。共發出問卷495 份,有效回收359 份,有效樣本回收率為72.53%。所得資料以獨立樣本t 考驗、單因子變異數分析及簡單線性迴歸進行統計分析。
本研究之結果顯示,台北地區高職教師對學校實施TQM,在七個構面及總體的知覺程度屬於中立意見至符合程度之間。年齡愈大的教師,在七個構面及TQM整體實施的知覺程度愈高。校長及學校一級主管(教務主任、學務主任…等),對七個構面及TQM整體實施的知覺程度高於一般教師。具有三(含)種類科以上之學校,在「資訊分析」、「策略計畫」、「過程品管」、「顧客滿意」、「持續改善」等構面,及TQM整體實施的知覺程度,高於只有一或二種類科的學校。

Abstract The purpose of this research was to investigate the teachers’ perception on the implementation of total quality management (TQM) and then offered suggestions to enforce the application of TQM in vocational high schools in Taipei Area. Firstly, the relevant literature was reviewed in order to formulate the research framework. The method of survey was employed to collect data for the research. After pilot-test, the questionnaire for this research was processed with the item analysis, validation analysis and reliability analysis. Then a formal questionnaire including seven factors of “leadership”, “information analysis”, “strategy plan”, “human resource”, “process quality”, “customer satisfaction”, and “continuous improvement” toward the total implementation of TQM was revised and conducted. The research samples were selected teachers from public and private vocational high schools in Taipei Area. 495 questionnaires were distributed and 359 useful questionnaires were returned, accounting for a valid return of 72.53%. The independent t-test, one-way analysis of variance (ANOVA), and simple linear regression were applied to test the hypotheses of this research. The results of the data analyses indicate that teachers’ perception on the TQM in seven factors and the total implementation is between the level of “intermediate” and “agree”. The older teachers have higher perception level of agreement in the seven factors and the total implication of TQM. The principals and director-generals of vocational high schools have higher perception level of agreement in the seven factors and the total implication of TQM. Teachers who belong to the vocational schools, which have over three divisions, have higher perception level of agreement in the factors of “information analysis”, “strategy plan”, “process quality”, “customer satisfaction”, and “continuous improvement” and the total implication of TQM than those who belong to the vocational schools with one or two divisions.
