Abstract
This study aimed to explore the operational processes of Scout groups in uni-versities and colleges, focusing specifically on internal, interpersonal, and structur-al constraints faced during their operations. Employing qualitative research meth-ods, the researcher conducted in-depth interviews with members of a university Scout group in Yilan County. After data analysis and interpretation, relevant con-clusions and recommendations were provided. The study found that the operational processes of university Scout groups demonstrated dynamic and balanced characteristics. Members’ motivation for par-ticipation was primarily influenced by their prior experiences in Scouting. Internal constraints primarily resulted from academic pressures, economic burdens, and changes in personal development goals. Interpersonal constraints arose from insuf-ficient communication, unclear role definitions, and opaque decision-making pro-cesses within the group. Structural constraints were significantly evident in limited funds and resources, severely impacting the scale and quality of Scout activities. Additionally, the lack of adequate internal support systems resulted in difficulties for new members adapting to the group environment. The study recommended strengthening mentoring mechanisms by senior members, improving internal communication and decision-making processes, es-tablishing effective fund and resource management systems, and enhancing leader-ship training and inter-group exchanges to sustain and develop university Scout groups.
