建構個人債務處理的法律扶助與社工服務之整合模式

Abstract

本研究旨在建構Ａ社福組織的服務模式與法律扶助基金會之間的合作，以進一步優化服務流程，透過整理該組織的服務資料與法扶間的債務處理服務經驗，初步構建一個整合性的服務模式。該組織於2017至2021年間共完成269位債務處理。研究問題涵蓋債務人背景及整合服務模式。研究目的為提升理解債務人背景，協助社工提供更有效的服務，並整理社工和法律扶助的經驗，以及實際案例討論服務模式。研究方法採用混合研究，包括量化和質化資料的分析。量化統計分析顯示不同人口特徵的服務使用者在債務處理方面存在差異。質化訪談分析則探討了Ａ社福組織和法律扶助組織之間的合作模式的發展過程、分工和挑戰等。此研究有助於了解債務服務使用者的需求和特徵，並提供其他社福組織、社工和相關單位提供處理債務議題個案的參考。

The purpose of this professional practice report is to explore an integrated service model between A social service organization and Legal Aid Foundation. The data sources include: (1) intake information from 2017-2021 containing basic demographic information of the service users with personal debt problems. (2) in-depth interviews of Legal Aid Foundation staff and A service organization staff. It shows the development of the collaboration processes; the division of labor between two organizations; and the current as well as future challenges. This study provides micro, meso and macro levels of practice implications for social workers, social service managers and policy makers.
