企業導入數位學習關鍵成功因素之研究─以工業局推動企業學習網為例

Abstract
面對全球經濟環境劇烈變化,及網路發達所引爆的技術創新,造成
企業知識快速變動而面臨更嚴峻的挑戰。簡言之,人力資本與知識管理
將是企業生存與發展的關鍵,解決之道有賴數位學習推動,以提升企業
與員工的競爭力。而政府所推動「數位學習國家型科技計劃」,以十年
八十億扶植數位學習產業與鼓勵企業推動數位學習,將對企業產生極大
影響,其中導入數位學習關鍵成功因素更是重要之議題。
本研究欲探討與建構企業導入數位學習之關鍵成功因素,作為推動
數位學習的參考依據,希望有助於政府、企業促進及改善的參酌依據。
本研究以德懷術(Dephi)進行研究,確定關鍵成功因素指標架構,共包含
四個構面(經營與績效構面、組織與管理構面、人力資源與資訊科技構
面、內容與學習者構面)、八個項目及七十二個關鍵成功因素指標內涵。
本研究可供政府部門、企業、輔導機構在導入數位學習時的依據,
而後續研究者可以此為基礎,持續探究數位學習政策與效益的研究。
Abstract Due to the dramatic changing environment in global economics and the technique innovation resulting from internet development, enterprises confront tougher challenges while knowledge of enterprises is changing rapidly. In other words, human capitals and knowledge management will be the keys to company survival and development, which depend on e-learning to improve the competence of enterprises and employees. The government-held program, ”National Science and Technology Program for e-Learning”, spent 8 billion NTD in ten years to assist e-learning industry into companies. This policy can influence enterprises significantly, and thus,factors of success were considered as essential issues. Therefore, this dissertation tried to discuss and establish the key factors of success to e-learning in companies. Our purpose is to provide a reference for companies and government to conduct and improve e-learning. This research applied Delphi method and found 4 successful factors (including operation and evaluation, organization and management, human resource and IT, and content and learner), 8 items and 72 indicators to key factors of success. This research offered a basis for governments, enterprises and consultancies to introducing e-learning into organizations. Following researchers can investigate e-learning policies and related benefits continuously.
