Abstract
Since 2016, Taiwan has officially begun to promote the New Southbound Policy, with the main goal of facilitating the transfer of Taiwan's economic investment to Southeast Asian countries, particularly Vietnam, Malaysia, Indonesia, the Philippines, Singapore, Thailand, and Brunei. Consequently, Taiwan has launched numerous university training programs aimed at strengthening connections between schools and enterprises and cultivating high-quality and language-fluent professionals. Increasingly, Vietnamese individuals are choosing Taiwan as their ideal destination for study or employment. Additionally, in recent years, the demandfor Chinese language learning has continued to grow, and learning Chinese has become a global trend. Today's learners demand Chinese not only for daily communication but also for professional knowledge, cultural integration, and related skills. General Chinese teaching materials can no longer meet these high-demand learners, making the compilation of specialized Chinese teaching materials an urgent priority. Vietnamese learners who come to Taiwan to study or work must adapt not only to Taiwan's culture and lifestyle but also to its laws, regulations, and paperwork. Researchers have found that thereis a significant lack of Chinese legal teaching materials for Vietnamese learners in Taiwan. In an urgent situation, researchers conducted a study and compiled a legal Chinese textbook for beginner and intermediate levels, specifically for Vietnamese learners. This material aims to help Vietnamese people living and studying in Taiwan to learn Chinese while also gaining some knowledge of Taiwanese law. The researchers conducted an online questionnaire survey and received a total of 102 valid responses. The survey results show that Vietnamese learners in Taiwan have a high demand for studying legal Chinese. They hope this material can address legal procedural issues faced by international students, such as applying for residence permits, work permits, applying for white-collar or blue-collar jobs after graduation, and dealing with court proceedings. These are all issues that international students who have just arrived in Taiwan must face. Based on comprehensive literature references, the researchers chose Lü Bisong’ teaching material writing principles for designing the material. These principles emphasize practicality and communication, aligning with the researchers' goals for the material. After compiling the material, the researchers conducted a trial teaching of three lessons over a period of three weeks, with three sessions per week, each session lasting 100 minutes. During the actual teaching process, the researchers observed students and collected feedback. Students provided positive feedback on the teaching material and made suggestions to improve the content, design, activities, and teaching formats. Finally, based on learners' evaluations, the researchers summarized the highlights and areas for improvement of the course, helping them to better refine the textbook in the future and provide reference materials for subsequent research.
