In recent decades, an increasing number of organizations concentrate on training and development. In addition, the authorities also encourage organizations to apply and implement the systematic training programs. This research aims to evaluate the relationships among employees’ perception of training and development, learning intention, organizational commitment, and retention intention. The specific training and development program is Taiwan Talent Qualiy–management System (TTQS). The research adopts the quantitative method to investigate relationships among four variables. The participants are the employees who work in the organizations with TTQS certification. The results reveal that only implementing training and development programs is not enough. Employees’ learning intention and organizational commitment play important mediator roles to keep employees. Increasing employees’ learning intention and organizational commitment have significant influences on retaining talented and experienced employees. The results not only can test the hypothesis in the research field but also can assist with improving systematic training systems in the human resource field in Taiwan.
