宜蘭縣國民小學運動場地設施對外開放影響因素之研究

Abstract

本研究旨在探討宜蘭縣國民小學運動場地設施現況及對外開放情形,進一步了解影響運動場地設施對外開放的影響因素,期能提供改善開放成效的建議,輔導各校勇於嚐試開放運動場地設施,以滿足社區民眾更多的休閒生活空間。 研究對象為宜蘭縣91學年度74所縣立國民小學的運動場地設施,並以宜蘭縣國民小學運動場地設施對外開放現況調查問卷進行問卷調查,根據實際調查所得的資料,分別以描述性統計與單因子變異數分析等統計方法,進行分析,結果發現: 一、宜蘭縣國民小學運動場地設施設置管理情形:除了室外場地遊戲場、室外綜合球場、田徑場設置率較高外,其他的運動場地設置率都偏低。設有專人管理比例較高的運動場地設施是遊戲場、室外綜合球場、田徑場、體育館、風雨操場。 二、宜蘭縣國民小學運動場地設施對外開放使用情形:對外開放比例較高的運動場地設施為室外綜合球場及遊戲場、田徑場百分比達七成以上,其餘場地設施開放比率都偏低。收費比例較高的運動場地設施是體育館(活動中心),其餘的收費百分比偏低,多數不收費。 三、宜蘭縣國民小學運動場地設施對外開放的影響因素排序是:安全因素>制度因素>人力因素>經費因素>物力因素>管理因素>主管因素。 四、在影響學校運動場地設施對外開放的七個因素中,安全因素、人力因素、經費因素、物力因素、管理因素、主管因素等六個因素在不同規模的學校均無明顯差異(p>.05),只有在制度因素上有明顯的差異。
The purpose of this study was to investigate the present condition of the sports facilities of the elementary schools in I-lan county and the situation of their accessibility and, by further analyzing the main causes that influence the accessibility of sports facilities, to provide effective suggestions for all schools to improve their management of their school facilities so as to promote the accessibility of school facilities to the public and meet the need of all citizens in the community for more open spaces to exercise. The research subjects were the sport facilities of 74 elementary schools in I-lan county in the school year 2002. This study used the questionnaire of the school sports facilities to go through the investigation and analyzed the gathered information by means of descriptive statistics and Single Factor ANOVA. The following are the conclusions of this research: I. The installation and management of sports facilities at elementary schools in I-lan county: there is higher frequency in the installation of outdoor sports fields, playing grounds, and track and field areas at schools than other facilities. Playing grounds, outdoor multi-purpose sports courses, track and field areas, gymnasiums, roof groundsc are more inclined to be managed by a handler while other facilities may not have one. II. Accessibility of facilities to the communities: more than 70 % of the outdoor multi-purpose sports courses, playing grounds, and track and field areas are accessible while a remarkably smaller percentage of other facilities are open to citizens. A larger percentage of gymnasiums charge for usage while others do so less frequently. Most of them do not charge at all. III. The factors which influence the accessibility of school facilities to the communities, in order of importance, are: safety, systems, human resources, budget, facility resources, management, and managers. IV. Among the seven factors, safety, budget, human resources, management, facility resources, and managers do not show remarkable differences at different schools (p>.05). Only systems reveal great differences.
