赫爾辛基作為永續城市：概念與實踐

Abstract

隨著城市的快速擴張與其帶來的社會文化、環境和經濟問題，永續一詞已成為近年來世界各國共同追求的目標。本文旨在探討全球邁向永續發展的過程中，城市將如何發揮影響力，依據當地特性和當前所面臨的挑戰制定政策並落實永續的各個層面。筆者將以芬蘭首都赫爾辛基為研究對象，從永續城市實踐的角度切入，檢視現今赫爾辛基針對永續所制定的政策及行動，如何藉由各項策略達成永續性指標。為了清楚瞭解赫爾辛基作為永續城市的輪廓，首先將透過永續城市的發展歷程和相關文獻分析作為基礎，輔以歐洲永續城市參考框架之5個維度與30項行動指標掌握永續的基本概念，將赫爾辛基所制訂的各大政策與之結合，並舉赫爾辛基市中心實際執行案例、音樂節慶、圖書館建築和循環共享經濟藍圖等不同方向但卻圍繞著城市的永續實踐進一步分析比較，客觀歸納出赫爾辛基為永續所執行的空間、治理、社會、環境以及經濟層面之策略方向。透過本研究對赫爾辛基城市及真實案例的研究，期許能深入了解城市中各項永續政策對於當地的影響並思考未來城市應如何在日常生活中將永續的概念付諸實現。

The purpose of this study is to examine how cities could exert influence to develop policies and implement sustainability in all its dimensions according to their local characteristics. Taking Helsinki, the capital of Finland, as an example of this study, the author will examine how Helsinki's policies and actions on sustainability are being implemented through various strategies to achieve sustainable goals. The study starts with the concept of sustainable city development and the analysis of relevant literature as a basis, supplemented by the 5 dimensions and 30 action indicators of the European reference framework of sustainable cities, to grasp the basic concept of sustainability. Then, different parts of sustainability implementation in Helsinki: flow festival, oodi central library, and Helsinki circular and sharing economy roadmap and so on, were selected for further analysis and comparison. Through this research, we hope to gain a deeper understanding of the impact of Helsinki's sustainability policies on the city and give some suggestions and considerations on how sustainability being put into practice in the future.
