zh_TW
The paper explores and analyzes official children’s picture books recently published by the Taiwanese government through interviewing government officers and the private sectors, who cooperated with and assisted the publication (NGO’s). There has been no literature to assess the publishing process of official agencies and details of cooperation between government offices and NGO’s. Therefore, the author contacted many government offices and NGO’s responsible for publishing children’s picture books. Data was collected in semi-structured interviews, including questionnaires and in-depth interviews, then analyzed by quantitative research and content analysis methods. Next, the results were summed up from both user and researcher perspectives. Through interviews and surveys, the following two-part conclusion and suggestions were drawn: Part I: The present description and structure of the publication of Taiwanese picture books and Part II: Integration of opinions from government offices and NGO’s. Part I contains the following theses: 1. Initial intent to publish reflects the widening gap between ideals and reality. 2. Publishing on their own and outsourcing both depend on the availability of funds. 3. Outsourcing selections depend on funds and publishing purpose. 4. Illustrators and writers depend on publishing houses, schools, NGO’s, and government offices. 5. Publishing picture books faces many difficulties. 6. The printing and distribution of picture books are limited by their topics and the need of the government to reprint.en_US
