Abstract
《薩拉曼卡宣言與特殊需求教育行動綱領》(The Salamanca Statement and Framework for Action on Special Needs Education)為第一個聯合國融合教育政策之發展與推動的宣言與行動綱領。臺灣多以美國特殊教育制度與法令為主要參考依據,對於聯合國相關宣言與其他國家融合教育政策上的參考相當有限。本研究旨在透過宣言與行動綱領的翻譯呈現融合教育推展上的精神,並邀請讀者透過對此宣言與行動綱領的重新檢視反思臺灣在融合教育上的發展。
The Salamanca Statement and Framework for Action on Special Needs Education is the first statement and framework of action that was related to inclusive education policy as released by the United Nations (UN). The Taiwanese government often borrows American special education policy and acts as references for its own special education laws, acts or policies as implemented in Taiwanese settings. However, other inclusive education legislative documents by the UN or from other nations were barely mentioned in the Salamanca document. Thus, this research aims to demonstrate the spirit of the Salamanca Statement and Framework of Action in fulfilling the development of inclusive education. It also aims to invite the readers to reconsider current Taiwanese inclusion educational policy in light of the Statement and Framework of Action.
