遠距健康照護發展困難因素之探討:以北、中地區遠距照護中心為例

Abstract
遠距健康照護是一種創新的照護模式,運用資訊通訊科技的輔助,強調積極的健康管理和自我照護的概念,能增進使用者的獨立性及維持生活品質。一直以來政府持續推動遠距照護的試辦計畫,期盼遠距照護能成為未來醫療照護的趨勢。
本研究透過面對面訪談方式,探討台灣遠距健康照護發展困難的因素,以自編的訪談大綱進行深入訪談,共訪談北區、中區三家遠距照護中心負責人。發現台灣目前發展遠距照護所面臨的困難包括(1)法規政策不完備;(2)醫護跨科缺乏合作;(3)未建立使用者付費觀念;(4)裝置成本過高;(5)民眾缺乏自我健康管理觀念;(6)商業模式仍不成熟;(7)全民健保沒有給付。
欲突破上述困難,民眾需要先建立使用者付費觀念,並體認自我健康管理的重要性。政府也應適時投入資源來推動遠距健康照護的發展。
Telecare is an innovative model which combines information and medical communication technology. It also emphasizes self-health management concept to enhance the quality of life of the user with chronic diseases. The government has conducted several telecare pilot projects during the past ten years. A successful business model has yet to be developed. In this study, the researcher used self-designed question outline to conduct semi-structured interviews. It aims to explore Taiwan's tele-healthcare development barriers. Interviews with Taipei and Changhua telecare center were obtained successfully. The results of this study showed development barriers of Taiwan tele-healthcare included: (1) Unclear regulations and policies; (2) Lack of tele-healthcare interdisciplinary cooperation in the hospital; (3) Lack of willingness for the user to pay their own costs; (4) The high costs of system settings; (5) Lack of self-health management concepts; (6) Immaturity of the business model; (7) Expenses not covered by the National Health Insurance.
