越南平陽省台商辦學與華語文教育發展之研究-以平陽越華國際學校為例

Abstract

自1990年代以來隨著台灣與越南間的政治、經貿、社會交流關係日益發展，台灣在越南投資金額及件數上長年佔居外國直接投資的第一位。在越南民間華語成為流行語言之一，各行各業亟需華語人才，諳華語者便能有較多就業及發展機會。鄰近胡志明市的平陽省現有千餘家台資企業投資，也衍生出僑民子女教育問題，雖於胡志明市設有台灣學校，但來回通勤時間長達兩個多小時，對家長及學生均不堪負荷。「越華國際學校」位於越南平陽省，由臺灣企業家發起，聯合日本東急電鐵株式會社共同合作，於2019年9月招收第一屆學生，為平陽省地區居民與外商子弟打造一個優質的學習環境，免於學童舟車勞頓到胡志明市就學，並滿足外商子弟的就學需求。本研究透過平陽越華國際學校的華語文教學現況，深入探討平陽省的華語文教學發展，以及台商在當地辦學的經營模式。論文概述2019-2021年間學校創辦期間的經營模式，及面對Covid-19疫情衝擊的教學現況，並使用問卷及半結構訪談的方式收集經營管理團隊、學校教師及學生家長的看法，進而探討越華國際學校華語文教學的現況以及所面臨的問題。在華語教育未來發展與展望之層面，剖析平陽地區的家長和學生對學習華語的市場需求，提出有益台灣及越南當局對於未來華語教育之發展。關鍵詞：僑校、越南台商、越華國際學校、越南華語文教育、疫情下的華語教育Since the 1990s, with the growing political, economic, trade, and social relations between Taiwan and Vietnam, Taiwan's investment in Vietnam has been the number one foreign direct investment for many years. In Vietnam, Chinese has become one of the popular languages, and Chinese-speaking talents are urgently needed in all walks of life. Those who are proficient in Chinese can have more employment and development opportunities. Binh Duong Province, which is adjacent to Ho Chi Minh City, has more than 1,000 Taiwan-funded enterprises investing in it, which has also led to the education of children of expatriates. Although there is a Taiwanese school in Ho Chi Minh City, the commute time is more than two hours, which is unbearable for parents and students."Viet Hoa International School" is located in Binh Duong Province, Vietnam. It was initiated by Taiwanese entrepreneurs and cooperated with Japan's Tokyu Electric Railway Co., Ltd. to recruit the first batch of students in September 2019, creating a high-quality school for residents of Binh Duong Province and children of foreign businessmen. Learning environment, freeing schoolchildren from traveling to Ho Chi Minh City to study, and meeting the schooling needs of foreign businessmen. Through the current situation of Chinese language education in Viet Hoa International School, this research deeply explores the development of Chinese language education in Binh Duong Province and the business model of Taiwanese businessmen running schools there. The paper outlines the business model of the school during its establishment from 2019 to 2021, as well as the current teaching situation in the face of the impact of the Covid-19 epidemic, and uses questionnaires and semi-structured interviews to collect the views of the management team, school teachers and students' parents, and then explores more the current situation and problems of Chinese language teaching in Viet Hoa International School. From the perspective of the future development and prospect of Chinese language education, it analyzes the market demand of parents and students in Binh Duong for learning Chinese, and proposes that it will be beneficial for Taiwan and Vietnam authorities to develop Chinese language education in the future.
