新北市國民中小學資訊教育政策執行之研究----以Bourdieu資本理論之應用為例

Abstract

資訊教育日受重視,中小學資訊教育更是重中之重,中小學資訊教育推動的良窳有賴其資訊教育政策的執行成效,而本研究之研究動機在於Bourdieu資本理論應用在教育政策執行上的探討有其重要性,故教育政策執行成效端視其執行過程中所擁有的資本形式而定,加以新北市中小學資訊教育政策成效卓著,其執行過程中的各項資本值得探究。因此,本研究運用問卷調查法與人物訪談法蒐集該市國民中小學資訊教育之相關資料,並應用Bourdieu之資本理論加以檢視後,提出以下之結論與建議:一、對主管機關教育部 (一)任何教育政策的執行,應首重經費與相關設備等經濟資本的到位 (二)執行教育政策應廣邀具該項政策所需相關專業經驗文化資本之人員投入 (三)教育政策的執行需有豐富人際網絡的社會資本支撐方能竟其功 (四)增進政策執行人員對組織認同的象徵資本,政策的執行方能事半功倍 二、對新北市政府教育局 (一)在經濟資本上,應積極爭取更多的經費在各地區軟硬體設備的補充上 (二)在文化資本上,應更積極延攬具備推動與執行中小學資訊教育政策相關學經歷背景與經驗之人員投入 (三)在社會資本上,仍需建立豐富的內、外部人際互動與網絡 (四)在象徵資本上,應透過各項成果展現的績效,適時地傳達給資訊教育政策執行的相關人員應透過各項成果展現的績效,適時地傳達給資訊教育政策執行的相關人員
Information Education draws attention increasingly, and it is even more important in primary and secondary schools. The pros and cons of information education in primary and secondary schools depend on the effectiveness of the implementation of education policy. This study's research motivation is to explore how it’s important by applying Bourdieu's Capital Theory to the implementation of education policies. Therefore, the effectiveness of policy implementation depends on the form of capital possessed in the process of implementation. In addition, the policy of information education in primary and secondary schools in New Taipei City has achieved remarkable results, and the various capitals in the process of implementation are worth exploring. Therefore,this study utilizes the methods of questionnaire survey and personal interview to collect the relevant information on educational data from primary and secondary schools in the city, applies Bourdieu's Capital Theory to examine, and proposes the following conclusions and suggestions: 1. To the supervising organization: The Ministry of Education (1) Focus on the availability of economic capital such as funds and related equipment first in the implementation of any education policy. (2) Widely invite those who possess relevant professional experience and cultural capital required in implementing the education policy. (3) Require the support of social capital with rich interpersonal networks in the implementation of education policies in order to be effective(4) Enhance the policy executor’s symbolic capital of organizational identification, so that the implementation of policies can yield twice the result with little effort.2. To the Education Bureau of New Taipei City Government(1) In terms of economic capital, strive actively for more funds to supplement software and hardware equipment in various regions.(2) In terms of cultural capital, recruit vigorously more members with academic backgrounds and experience in promoting and implementing information education policies in primary and secondary schools.(3) In terms of social capital, establish great internal and external interpersonal interactions and networks.(4) In terms of symbolic capital, deliver the performance of various achievements to relevant members in the implementation of information education policies opportunely.
