美崙工業區推動社區總體營造策略規劃之研究

Abstract
論文摘要
本研究主要在探討花蓮美崙工業區推動社區總體營造的理論、策略、現況以及所面臨的相關問題。本研究的主要研究目的有四：
一、探討工業區社區總體營造的相關理論與策略。
二、分析美崙工業區社區總體營造的背景與條件。
三、針對美崙工業區社區總體營造的發展策略進行SWOT分析。
四、提出美崙工業區的社區總體營造發展策略，作為有關單位開發美崙工業區的參考。
為達到上述研究目的，本研究採取文獻資料分析以及焦點團體訪談法兩種方式進行，根據研究結果，提出本研究的結論如下：
一、美崙工業區的環境條件分析：美崙工業區有其先天的外在優越條件，也有其發展的機會，但也存在一些威脅與困境。有關政策、環境和資金、人才等問題都需要一一加以檢視。
二、社區總體營造的任務分析：社區總體營造的規劃需要系統性的置入美崙工業區之中，並按部就班的進行任務編組和執行檢核。
三、社區總體營造的執行檢討：社區總體營造工作不是一蹴可幾，如何凝聚共識、整合資源乃是當務之急。
根據研究結論，本研究提出有關美崙工業區社區總體營造的研究建議有三，包括對美崙工業區相關主管單位的建議、對策略規劃與執行者的建議，以及對後續研究者的建議等。
Abstract This research primarily focuseds on inquiring into consciousness of Meilun Industrial Parks in Hualien promotion theories, strategy, current conditions and the related problem faced. The main research purpose of this research has four: （1）the related theories and strategy inquired into a consciousness of Industrial Parks community. （2）the background and the condition analyzed at consciousness of Meilun Industrial Parks community. （3）the development strategy aimed at a consciousness of Meilun Industrial Parks community carry on SWOT analysis. （4）the consciousness of community development strategy put forward Meilun Industrial Parks is the reference that the parties concerned develops Meilun Industrial Parks. In order to reach an above-mentioned research purpose, this research adopts two kinds of method of the cultural heritage data analysis and the focus group interview method to carry on. According to the research result, the conclusion that puts forward this research is as follows: （1）the environment condition analysis of the Meilun Industrial Parks:Meilun Industrial Parks has it the outside and superior condition of the inborn, also having it the chance of the development, but also existing some threats and dilemma.The concerning problems, such as the policy, environment and the funds and talented person...etc. all need to take in to examine one by one. （2）the mission analysis of the consciousness of community：The programming of the consciousness of community needs to be system to place to go into Meilun Industrial Parks, and press department to carry on the mission plait set and the performance examination for the class. （3）the performance self-criticism of the consciousness of community：Consciousness of community is not accomplish in one move, and how to coagulate a consensus, to the integration resource is an urgent matter of the moment. The basis studies conclusion，this research puts forward three relevant Meilun Industrial Parks’consciousness of community of the research suggestions. Include the suggestion of the related supervisor unit to the Meilun Industrial Parks, the Strategic planning programs slightly the suggestion of with the performance and to suggestion of the follow-up researcher.
