企業技術士政策接受模式之研究-論技術性人力資本、敬業態度及職能發展潛力對技術士政策接受度之影響

Abstract

研究以理性行為理論為基礎,建構企業技術士政策接受模式,透過結構方程模式檢定技術性人力資本、敬業態度、職能發展潛力、技術士政策接受度等四個變項間的假設模式。研究對象係以企業主管為母體,採滾雪球方式進行問卷調查,共獲取231份有效問卷。研究工具採自編問卷,取自相關研究文獻,並獲得信效度考驗通過。研究結果顯示企業主管對於具備技術士證的工作者持正向肯定看法,而敬業態度與職能發展潛力則扮演技術性人力資本和技術士政策接受度間的中介角色。整體企業技術士證政策接受模式通過統計檢定,支持技術士證政策的推動,具備技術士證照的工作者有卓著的貢獻,也獲得企業主管的肯定。
The Theory of Reasoned Action (TRA) was employed in this study as theoretical foundation. A theory based hypothesis model has constructed in this study named Enterprise Technician Certification Policy Acceptance Model. The relationships among professional human capital, professional attitude, potential of competency development, and technician certification policy acceptance level to be examined via structure equation modeling (SEM). Snowball sampling was used to reach the management of enterprises in Taiwan. Hence, total 231 valid samples were returned for further statistical process. The instrument has developed from literature review and passed the validity and reliability test. The result shows that a positive attitude toward certified technicians was responded from management. Further, professional attitude and potential of competency development plays mediation role among professional human capital and technician certification policy acceptance level. In general, the Enterprise Technician Certification Policy Acceptance Model was passed the statistical examination. Thus, the contribution to Technician Certification Policy was rise dramatically by certified technicians in industry. In addition, the management highly agree those certified technicians' engagement.
