Abstract

教育部於民國八十三年至九十年所承辦整三千多人大規模國小英語師資培訓課程乃空前之舉。其目的為培訓足夠之優良合格英語師資以因應九十學年度即將實施之國 小英語教學新政策。本研究之目的即在評估此國小英語師資培訓課程之成效。研究資料主要來自問卷調查、訪談、並至承辦師訓之大學訪視。評估結果顯示多數學員 對整體課程規劃及課程內容大致都給予肯定的回應,然而對提供師訓之部份大學師資、課程規劃、及教育部之行政配套措施仍有不滿之處。除了分析評估結果外,本 文亦對整體師訓課程研擬過程及課程內容作一介紹,並說明師訓課程設計所依據之精神與理念,以及為何要求學員須先通過英語文能力檢核測驗。希望本研究結果及 建議事項對未來師資培訓課程之規劃能有所貢獻。
The Primary School English Teacher Training Program sponsored by the Ministry of Education (MOE) from 1999 to 2001 is an unprecedented program in Taiwan. It was set up for the purpose of preparing thousands of qualified primary school English teachers for the implementation of the new primary school English language policy in 2001. The aim of this study is to evaluate the English teacher training program. This evaluation was based on questionnaire surveys, interviews, and on-site visits to three of the universities sponsoring the training programs. The results show that the trainees in general held positive views toward the program design and the course content. However, the trainees also had some negative comments about the qualifications of some trainers, the program planning and administration. Besides the evaluation results, this paper also provides an overview of the program, and the rationale underlying the program design and the requirements of the English Language Proficiency Test. It is hoped that this study may shed some light on English language policy making and the design of pre-service and in-service teacher training programs in the future.
