Abstract
本研究旨在探討我國國會助理所應具備之專業能力。其主要研究目的為（一）確認我國國會助理之角色與任務；（二）探討我國國會助理所應具備之專業能力；（三）瞭解我國國會助理對專業能力項目重要性之看法；（四）探討不同背景之國會助理對專業能力項目重要程度看法之差異情形。本研究採用文獻分析、個別訪談、焦點團體會議及問卷調查等方法；依據文獻分析、個別訪談及焦點團體之結果，整理歸納出我國國會助理之專業能力，共含蓋四個構面，38項能力，並據以發展編製「我國國會助理專業能力分析研究」之問卷。研究調查對象係以立法委員國會研究室之助理為研究對象，採隨機抽樣之方式總共抽取320個樣本，共回收302份有效問卷。問卷所得之資料，以次數分配、百分比、t考驗、單因子變異數分析及薛費氏事後比較等統計方法加以分析。.本研究獲致以下結論：
一、 我國國會助理之角色共有研究者、協調溝通者、資訊提供者、問題解決者、行政者、建議者、行銷者及資源提供者等八項。
二、 我國國會助理應具備之專業能力，共包含「專業類知能」、「人際類知能」、「個人效能類」及「概念/知覺類知能」等四個構面，38項能力。
三、 我國國會助理認為其所需具備之各項專業能力具有高度重要性。其中「非常重要之專業能力」共計有3項；其餘35五項皆屬於「重要之專業能力」。
四、 不同性別、年齡、教育程度、教育背景、年資、工作職責之國會助理對專業能力重要性程度看法整體上相當一致，僅有少數項目存有差異。
五、 不同黨派及是否與任職委員屬於認同同一政黨之國會助理在專業能力項目重要性程度看法上有差異。
The objective of this study is to identify on the specialized competencies of Taiwan’s congressional assistants. There are four purposes of this research: 1.To identify the roles and task of congressional assistants in the country. 2.To analyze the specialized competencies of the profession. 3.To recognize congressional assistants’ perspective on the importance of each item discussed above. 4.To explore the difference among congressional assistants about opinions of competency. The research methods of this survey included literature review, individual interview, focus group meeting, and questionnaire. In accordance with the achievement from preceding three methods, we generalize a conclusion of the specialized competence of Taiwan’s congressional assistants and arrange the questionnaire for analyzing and studying on the issue. The research subjects target on the staff of legislators in Legislative Yuan, which are chosen to 320 samples by random sampling and have received 302 valid copies of questionnaire. This study uses frequency distribution, percentage description, t-test, one-way ANOVA, Scheff method in statistic analysis. There are five major conclusions from the survey. 1. The roles of congressional assistants in the country can be divided into eight items: Researcher, Coordinator, Information provider, Problem solver, Administrator, Advisor, Promoter and Resources provider, and etc. 2. The specialized competencies of the profession include four dimensions and 38 core capabilities. The four dimensions are “technical intelligence”, “relationship intelligence”, “self-effect intelligence” and “conceptual /perceptual intelligence”. 3. The congressional assistants express positive perspective on the importance of specialized competencies. There are three items of “most important” and 35 items of “important”. 4. There is consistency in the perspective of importance on specialized competencies between congressional assistants of dissimilar sexes, age, level of education, years of career and position of job. But there is still discrepancy between these items. 5. There is diversity in the perspective of importance on specialized competencies between congressional assistants of dissimilar parties and who identify themselves with employer’s party.
