Abstract
本研究旨在探討中央政府遷臺後,延長義務教育相關政策的擬訂與九年國民教育的推動經過,並分析當時執政者、學者專家及輿論意見,找出九年國民教育政策形成及影響實施的因素。
本研究採用歷史研究法,時間從民國44年至民國69年,空間以臺澎金馬為主。主要發現結果如下:
一、實施九年國民教育之前,政府曾推動相關政策或措施做準備。
二、實施九年國民教育政策,係依據蔣中正總統的理念與主張而制定。
三、實施九年國民教育使我國國民的教育在量與質上提升,但未能完全消除升學主義,而是延後至國中階段。
四、影響延長九年國民教育政策決定的因素,主要來自教育、政治與經濟三方面。
五、實施初期師資素質、編班方式、教材難度及學生成績低落等問題,影響九年國民教育政策推動。
The main purpose of this thesis is to inquire the policy of extending national education from six-year to nine-year in Taiwan from 1955-1970. The process of planning and implementing this police, the related schemes, the content of the law, the ideas of the key promoter, President Chiang Kai-shek, and the opinions of scholars and media are analyzed. Besides, the main obstacles for implementation and the main factors affecting this policy-making are discussed too. The historical approach is used. The main findings of this thesis are as follows: 1. Before the implementation of the nine-year national education, the government has promoted several pilot schemes for reform. 2. The planning of extending nine-year national education was based on the ideas and proposals of the president Chiang Kai-shek. 3. The implementation of the nine-year national education enhanced the quantity and quality the national education of this country, but it was unable to eliminate credentialism completely but delay to the next stage. 4. The main factors affecting the policy-making to extend the nine-year national education included the educational, political and economic ones. 5. Teacher quality, class grouping, the depth of teaching materials and low students' achievement affected to implement this policy from the beginning.
