臺灣、香港及新加坡童軍運動組織設計、運作模式及發展策略之比較研究

Abstract

本研究旨在比較分析中華民國童軍總會、香港童軍總會及新加坡童軍總會在組織設計、運作模式與發展策略之異同，以提出適合中華民國童軍總會的具體建議。研究採用質性研究取向，運用文獻分析法、半結構訪談法、參與觀察法進行研究。研究者蒐集三地童軍總會之組織章程、年度報告與官方網站資料，並輔以訪談當地童軍領導人與行政幹部，進行跨國制度比較與理論對話。研究發現中華民國童軍總會、香港及新加坡童軍總會在組織設計、運作模式及策略發展各具特色，香港及新加坡童軍總會有較穩定的收入來源，三地童軍總會在總會層級的青年參與仍有改進空間。本研究並針對中華民國童軍總會及未來研究提出相關建議。

This study aimed to conduct a comparative analysis of the organizational design, operational models, and development strategies of the Scout Associations in Taiwan, Hong Kong and Singapore. The research adopted a qualitative comparative methodology, collecting data and documents including constitutions, annual reports, and information on the official wepages from the three scout associations. It also incorporated in-depth interviews with Scout leaders and administrators to explore institutional differences and reflect upon theoretical frameworks.The findings revealed that the Scout Associations in Taiwan, Hong Kong and Singapore demonstrated different characteristics in organizational design, operational models and development strategy. The Scout Associaiton in Hong Kong and Singapore have a reliable serouses of income. Three scout associations have room for improvement in terms of the youth involvement in decision making at the national level. Several suggestions for improvement for the scout association in Taiwan were made. The researcher also made suggestion on future studies.
