Abstract
網上資源自由存取有廣義和狹義兩種理解，它既是一種理性的權利也是一種理性的活動。儘管技術、民主、利益和全球化四條主線並不能完全概括網上資訊自由存取 所面臨的困難或成因，但是筆者將之作為一種分析問題的視角提出來供大家探討。最後，結合國內外實際情況對我國圖書館服務回應提出一些建議。
There are two ways to understand the meaning of free access to the Internet resources: broad sense and narrow sense. The free access not only means a sort of rational rights but also a kind of rational activity. Although technology, democracy, benefit and globalization would not cover all reasons which restrict the free access to Internet resources, the authors just try to use them as analysis perspectives. Finally, according to the fact, they suggest some library service response stratagems.
