國民中學教師聯合甄試制度之研究:以北北基三縣市為例

Abstract
本研究旨在探討當前國民中學教師聯合甄試制度運作的現況,針對各縣市辦理國中教師聯合甄試的異同之處,以兼顧「招攬符合學校發展需求的教師」與「符合杜絕人情關說的原則」的前提,設計適合台北縣市與基隆市辦理聯合教師甄選考試的方案,俾提供教育主管單位改進制度以及學校辦理教師甄選實務方面的參考。本研究的目的為:一、探討教師甄選制度的意涵與相關理論。二、整理目前各縣市辦理國民中學教師甄選考試制度的狀況。三、檢視國民中學聯合教師甄選考試制度兼顧選才與防弊之適切性。四、調查學校教育工作者對於國民中學聯合教師甄選考試制度之共識與建議。
為達上述目的,本研究採取文獻探討、問卷調查與訪談法進行研究,根據文獻分析結果,作為編製「國民中學聯合教師甄選考試制度改進意見之調查問卷」之理論基礎,形成調查工具。針對台北縣市與基隆市國民中學教師進行調查,採隨機抽樣方式,抽取18所曾經參與聯合教師甄選考試制度之國民中學,共發出360份問卷,回收問卷計317份,剔除填答不全等無效問卷28 份,總計有效問卷為289 份,問卷回收率達80.28%。本研究以SPSS for Windows 12.0 統計套裝軟體進行資料登錄,分析方式採取描述性統計分析與卡方考驗,來進行相關交叉比較分析;其次,以自編之半結構訪談的大綱對二位教育局長、一位國中校長與三位教務主任,共計六位進行訪談。
The purpose of this research is to develop a survey of the status quo of Joint Recruitments and Examinations of Junior High School Teachers. Focused on the similarities and dissimilarities of such recruitments and examinations of each city/county and based on the balance between a demand of recruiting teachers who can meet the needs of school development and a demand of abandoning lobby, this research aims to find out a scheme pertinent to Joint Recruitments and Examinations of Junior High School Teachers in Taipei City, Taipei County, and Keelung City for the reference of both competent educational authorities reforming institutions and schools conducting teacher recruitment in practice. The objectives of this research are as follows: 1) explore the significance and related theories of teacher recruitment; 2) analyze the current situations of Joint Recruitments and Examinations of Junior High School Teachers conducted in each city/county ;3) review the fitness of Joint Recruitments and Examinations of Junior High School Teachers with the requirements of selection of the capable and avoidance of cheat;4) investigate the consensus and the suggestions of educational workers in the school. For the above purposes, this study methods were adopted literature review, questionnaire and in-depth interviews. According the result of literature analysis, the foundation of theory was formed to produce “Questionnaire of Opinions to Refine Joint Recruitments and Examinations of Junior High School Teachers” as a survey method. 18 schools in Taipei City/County and Keelung City that have participated in Joint Recruitments and Examinations of Junior High School Teachers were chosen at random where teachers thereof were surveyed. A total of 360 questionnaires were issued. 317 survey instruments were received, out of which 28 instruments responded incompletely to all of the items were considered invalid. 289 out of 360 questionnaires (80.28%) received were deemed valid. The statistics software tool used for the questionnaire analysis was the SPSS for Windows 12.0. The statistics methods used in this research were Descriptive Statistics Analysis and Chi-Square Test to conduct cross analysis. Furthermore, 2 superintendents, 1 principal of junior high school and 3 directors of academic affairs office, 6 in total, were chosen to be interviewed in the way of a self-designed semi-structure outline.
