循環經濟建構社會創新運作模式之研究：以官田烏金為例

Abstract

官田烏金案例提供一個嶄新的合作模式，以循環經濟為軸，連結政府、社區、大學及產業的多方力量，為農村永續發展提供一種新契機。儘管官田烏金被視為產官學合作之參考典範，然而官田烏金合作模式是如何建構？此合作模式是否具備可複製性？目前仍就欠缺相關研究。基於上述研究動機，本研究將透過梳理其發展脈絡，從文獻探討出發，了解社會創新運作模式、大學社會責任的發展變革及應用，並探討官田烏金如何透過循環經濟建構合作模式及其是否具備未來其他農村的複製可行性。本研究以半結構式訪談法設計訪綱，了解研究個案的發展脈絡，並針對個案相關的利害相關人進行訪談，並將成果與文獻進行分析比較。研究結果指出，官田烏金產業得以順利發展的要素共有以下七點：一、官方力量帶動民間資源連結。二、USR計畫對當地產生影響力。三、地方創生型社會企業與社區合作社的成立背景與地方發展脈絡有關。四、產、官、學三方建立有效的溝通平台，彼此緊密交流合作。五、產業與在地社區緊密結合，發展地方創生模式。六、找到地方產業的獨特性，並加以延續發展特色產品。七、以永續發展為概念，企業管理為核心，發展不依靠政府補助的社會企業模式，帶動當地經濟與社區營造之效，促使民眾也對烏金產業產生共鳴並共同努力。依據前述研究成果，分別對政府單位、官田社區、大學USR計畫參與者與那顆炭國際公司提出建議。The Guantian Black Gold provides a new model of cooperation. Centering on circular economy, linking multiple forces of government, community, university and industry to provide a new opportunity for sustainable rural development. Although Guantian Black Gold is regarded as a successful collaboration model among industry- government-academy. However, how is the Guantian Black Gold collaboration model constructed? Is this collaboration model reproducible? There is still a lack of relevant research. Based on the above research motivations, this study will discuss the development, transformation and application of reginal revitalization and university social responsibility, and explore how Guantian Black Gold constructs a collaboration model through the circular economy and whether it has the feasibility of replicating other rural areas in the future.This study uses a semi-structured interview method to design a syllabus in order to understand the development context of research cases and interview relevant experts. The results will be analyzed and compared with the literature.The research points out that the following seven points leads the successful development of the Guantian Black Gold industry: (I) Official forces drive the connection of private resources. (II) The USR program has an impact on the local community. (III) The background of the local social enterprises and local cooperative is related to the local development of Guantian. (IV) The three parties of industry, government and academia can establish an effective communication platform and closely communicate and cooperate with each other. (V) The industry and local communities are closely integrated to develop reginal revitalization models. (VI) Find the uniqueness of local industries, and continue to develop featured products. (VII)With sustainable development as the concept and enterprise management as the core, the development of a social enterprise model that does not rely on government subsidies will drive the effect of local economy and community creation, and prompt the people to resonate with the Black Gold industry and work together.Based on the above results, the study separately gave suggestions to government, Guantian community, USR program participants and Guantian Black Gold international company.
