宜蘭縣先驅性健康促進學校執行成效評估之研究

Abstract
本論文的研究目的為了解健康促進學校計畫之執行狀況、健康促進學校計畫執行工作者對健康促進學校計畫的看法與評價及健康促進學校計畫執行之困難。本研究採質性研究,以宜蘭縣九十四年度參與教育部健康促進學校之七所國民中小學為研究對象,研究群體包含行政人員(含校長、主任、組長、護理人員)及教師共計35人、學生共計21人,進行引導式訪談,再將訪談結果做成逐字稿進行分析。
本研究發現健康促進學校計畫推動的主要困難為:取得共識不易;員工教育訓練不足;健康議題融入課程有困難;國中以升學為重,健康議題難以推動;跨處室協調與合作不易;承辦人員層級太低;經費核銷限制嚴苛;健康促進成效不易評估;教育處承辦人員更換頻繁,影響業務推展;相關部門對健康促進學校之認知不同,影響跨部門合作;專家意見不一致,訪視輔導人員理念不同;強制規定健康議題;教育部主管部門政策經常改變,無所適從。研究結果也發現健康促進學校計畫會為學校組織、教師、學生、家長、相關部門之間帶來正向改變。
最後,依據本研究發現提供建議,以作為推動健康促進學校計畫之參考。
The purpose of this study is to realize the status of health-promotion school project on campus,the executors’ point of views and the difficulties in the Health-Promoting School project. The study adopts qualitative research, and selects seven Yi-Lan elementary and junior high schools executing MOE (Ministry of Education) health promotion project as the populations in 2005. The populations were selected from administrative staff consisting of president, director, section chief, nursing staff, teachers(total 35 persons) and students (total 21 persons). The study has been made the in-depth interviews on the populations and makes an arrangement from interviews for analyzing. It reveals that the major difficulties of Health-Promoting School project are as follows: hard to get consensus , the lack of faculty training , hard to integrate health topics into the course , hard to push the health issue because of junior high school admission policy , hard to cooperate with the different sections ,lower-level implementers for the duty , strict limitation of the budget , hard to estimate the efficiency of health promoting project , unstable implementers of DOE (Department of Education) frustrate the project to launch , the conflicting comprehensions of Health-Promoting School project between the relative departments , the conflicting senses between the professionals ; and the conflicting comprehensions between the counselors , enforce the health topics , uncertainly policies of the executive departments of MOE. In this study, it is found from result that the Health-Promoting School project brings positive changes between school organization, teachers, students, parents and relative departments. In conclusion, it provides insightful suggestions for future Health-Promoting School project.
