運用DEMATEL探討台德菁英計畫之促進策略

Abstract

面對國際性的青少年失業問題,各國政府當局莫不積極致力於青少年的就業促進。參考德國職業教育的雙軌制,我國於2003年9月開始推動「台德菁英計畫」(Tai-Ger Vocational Training Project; TGVTP),期望能夠結合企業職業訓練和學校職業教育,幫助青少年畢業後直接投入企業而成為專業核心人力或儲備人才,另一方面,企業亦可獲得優質的人力資源,從而強化經營體質、以及提高國際競爭力。針對今後「台德菁英計畫」的推展課題,本研究運用文獻分析、產官學專家會議和DEMATEL分析法,研究結果除了確認影響「台德菁英計畫」推行的關鍵因素是:「台德菁英計畫的自立與本土化」、「人手不足」、「創造企業參與的誘因」、「確立訓練生輔導與溝通的管道」、以及「事業單位與學校之間的溝通」之外,並且提出「台德菁英計畫」之可行的促進策略,期望作為決策當局之有用的參考。
In face of the international wide issue of increasingly high youth unemployment rate, many countries are making efforts to increase the youth employment. Referring to the German dual system, Taiwan launched the “Tai-Ger Vocational Training Project” (TGVTP) in September 2003. The TGVTP is expected to enrich competences of young people together with creating a plentiful and skilled workforce, and thus decrease the youth unemployment rate. In order to guarantee continuous advance for the TGVTP, this study employs the literary analysis, expert meeting, and the DEMATEL (Decision Making Trial and Evaluation Laboratory) to identify key factors influencing the implementation of TGVTP, and hereby achieves feasible promotional strategies to help the TGVTP leap forward.
