Abstract

本研究旨在調查台北市公立國民中學「教師評審委員會」組織及其運作的實際現況、相關問題與因應策略: 首先根據文獻探討教評會的基本概念、教評會的理論基礎、教評會之問題及其相關研究。第二部份探討台北市國中教評會組織運作之現況、教評會實施之相關問題以及不同背景人員對教評會之態度與改進意見;最後依據研究結果,提出結論與建議,俾供主管教育行政機關、學校及未來相關研究之參考。 本研究採用問卷調查法,本研究之研究工具為自編之「台北市國民中學教師評審委員會組織與運作調查問卷」甲、乙兩卷。甲卷調查對象為全台北市57所公立國中,以調查台北市國中教評會組織運作之現況為目的。乙卷調查對象為台北市國中校長、行政人員、教師、家長,用以探討台北市國中教評會組織運作實施之相關問題以及不同背景人員對教評會之態度與改進意見,共發出308份問卷,回收249份,回收率88%;本問卷研究資料之統計方法採用次數分配、百分比、t考驗、單因子變異分析等進行資料分析。針對研究發現,歸納本研究的結論 敘述如下: 壹、台北市國中教評會組織與運作之現況 一、自民國88年5月以後,約有35.9%的國中沒修訂過「教評會設置辦法」。 二、教評會之當然委員之一,「家長會代表一人」76.9%的學校是由家長會長擔任,「教師會代表一人」由教師會會長擔任的學校比例佔76.6%。 三、學校教評會「選舉委員」連任比例達1/2以上的學校,不到三成。 四、教評會之運作很順暢,教評會已執行的任務,最主要項目是教師初(續)聘任的審查。而教評會執行最困難的任務是有關教師違反教師法規定義務之評議及教師停聘、續聘、解聘事項之審議。 五、不同背景學校教評會組織與運作現況之顯著差異不大。 貳、台北市國中教評會組織與運作之問題 一、教師參與教評會之意願不高是教評會組織方面最主要的問題。 二、無法有效處理不適任教師是教評會運作最主要的問題。 參、對台北市國中教評會組織與運作之態度 一、教評會組織與運作受到肯定。 二、不同背景 (性別、現任職務、擔任行政否、擔任教評委員否、年齡) 人員,對教評會組織與運作之態度有顯著差異。 三、台北市受訪者最認同的組織態度是不應該廢除台北市國中教評會組織;最認同的教評會運作態度是教評會之運作不受人情關說及學校行政之壓力,且教評會委員盡責,工作態度良好;最認同的教評會功能是教評會能為學校甄選所需老師,及教評會能落實校園民主,最不認同的教評會功能是教評會不能有效淘汰不適任教師。 肆、改進台北市國中教評會之建議 一、維持教評會設置辦法原規定的部分。 二、應修改教評會設置辦法的部份。 1.增列教務主任為教評會之當然委員之一。 2.教評會委員任期一年,連選得連任一次。 3.學校處理不適任教師之輔導小組,其成員應含校長、學者專家、有關處室主任、教師會代表、教評會代表、學科資深優良教師、家長代表。 4.教師長期聘任之聘期,以3年~5年較適宜。 5.教師甄選應由教育局統籌辦理。 三、歸納本研究受訪者之策進台北市國中教評會的意見。
The purpose of this study is to analyze the organization and the operation of the Teachers’ Review Committee (TRC)of Civil Junior High Schools in Taipei. First, based on the historical documents to discuss the basic concepts and the fundamental theories and problems of TRC in junior high schools.. Secondly, it is to understand how different the opinions and attitudes of the TRC of Civil Junior High Schools in Taipei right now. Finally, based on the results of this study, the researcher submitted recommendations for improving the TRC to the government , education authorities and the TRC of Civil Junior High Schools in Taipei. The researcher used 2 research tools-questionnaire of current operation in the TRC of Civil Junior High Schools in Taipei. and questionnaire of the opinions and attitudes of the teachers about the TRC in Taipei Civil Junior High Schools . Data was statistically analyzed in methods like frequencies, percentages, SD, Mean, T-test, and one-way ANOVA.The mayor findings are as follows : Ⅰ.The organization and current operational situations of the TRC of Civil Junior High School in Taipei. A. 35.9% of civil junior high schools in Taipei City haven' t revised their set up procedures for TRC since May, 1999. B. 76.9% of the representative of students' parents, the standing member of committee of the TRC, goes to the chief of the parents' committee. And the chief of the teachers' committee works 76.3% for the representative of the teachers' committee. C. The TRC works smoothly and its major tasks is to investigate the employment of teachers. The most difficult job of TRC is to investigate the unfit teachers’ affairs. D.. Most junior high schools teachers think it is more appropriate forBureaus of the Education Department of the Taipei City Government to select new teachers, while the temporary teachers are selected by every school itself. Ⅱ. The problems of the TRC of the Civil Junior High School in Taipei City: A. The major problem for the organization is that the unwillingness to participate from the teachers. B. The major problem for the operation is unable to deal with the unfit teachers efficiently. Ⅲ. The attitude toward its operation: A. The TRC gets the positive attitude. B. The attitude toward the TRC varies according to different background. Ⅳ. The followings are the suggestions to the TRC made by most of the teachers of the Junior High schools in Taipei City A. The director of academic affair should be one of the committee should include representatives of the TRC B. The special team to handle unfit teachers should include principals, directors, experts, representatives from teachers and outstanding teachers from different subjects and student’ parents. C. The long- term contract for teachers should be 3 to 5 years. D. Bureaus of the Education Department of the Taipei City should take charge of the teacher selection and reassignment affairs. According to the conclusions of this study, some suggestions were made: Ⅰ. For educational agencies A. The National Education Department should revise Item 14 of the Teacher Law. B. The National Education Department should revise Item 2、3 and 4 of the set up procedures for TRC. C. The Education Department of the Taipei City should take charge of the teacher selection and reassignment affairs. D. The Education Department of the Taipei City should set up a special team to solve this problem efficiently. Ⅱ. For the junior high schools A. All schools must revise their set up procedures for the TRC under the school affair meeting. B. All schools must let the missions and operational methods of the TRC well known to their teachers. C. All schools must considerate better ways to deal with unfit teachers' problem efficiently and to encourage teachers to have interest in taking part in activities in TRC. D. The long-term contract for teachers should be 3 to 5 years.
